HUMER L.
 CHASTAIlT
` CX ASSOCIATES, LLP 5 N.COUNTRY CLUB ROAD Z1-422_gs¢¢
CONSULTING ENGINEERS DECATUR,ILLINOIS 62521 FAX:217-422-0398
May 6, 2008
City of Decatur
One Gary Anderson Plaza
Decatur, Illinois 62523
Attention: Mr. Keith Alexander
Re: Proposal for Lake Decatur Mining Plan
Keith,
Attached for your review and approval is the Lake Decatur Mining Plan. This
work will consist of the following:
• Hyrdrographic survey in detail of Basin 1 and 6.
• Hydrographic survey of Basins 2, 3 and 4 (Basin 5 was completed in late
2007 in cooperation with ADM efforts for emergency water supply) The
surveys of these basins will be made at locations similar to those
perFormed by the Illinois State Water Surveys.
• Mining plans created for Basins 1 and 6. The mining (grading) plan will be
in the vicinity of Big Creek and Sand Creek areas which enter into Lake
Decatur.
This work will allow for computer files containing the mining plans to be loaded
onto the City dredge and will allow dredging operations to create the proper
contouring of the lake bottom in these areas to improve the usability of the lake in
these areas, increase water capacity and create a more efficient hydraulic bottom
to the lake.
We will also design silt traps in these areas to capture incoming silt which will
allow for more efficient dredging operations to occur in the future. We feel this is
a best management practice for maintaining Lake Decatur and will reduce the
cost for future dredging operations. This information will also be contained within
the computer files loaded onto the dredge. I,
This proposal is for the contract amount of$ 70,000. We will bill for these
services on a monthly basis utilizing current schedule of rates identical to our
current project for Lake Decatur.
