Marley, P.E., Engineeruig& frastructuf�e ITi�ectbr <br /> Matthew C.Newell, P.E., City Engine <br /> SUBJECT: Sanitary Sewer Service Agreement for 1820 South Phyllis Drive <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staffthat the City Council approve the attached resolution authorizing <br /> a Sanitary Sewer Service Agreement between the City of Decatur and the property owner of <br /> 1820 South Phyllis Drive. <br /> BACKGROUND: <br /> In 2001 the City's sanitary sewer in Maynor Street was extended approximately 2-1/2 blocks <br /> to serve the East Gate Plaza development on the southeast corner of Rt. 36 and 44`" Street. <br /> This extension ran through the unincorporated 4100—4300 blocks of East Maynor Street. <br /> The property owner at 1820 South Phyllis Drive needs to replace his septic system. Rather <br /> than do this, he would prefer to connect to the City's sanitary sewer, which offers a more <br /> reliable alternative. The Macon County Health Department also is encouraging his <br /> connection to the sanitary sewer service. The attached Sanitary Sewer Service Agreement is <br /> used for properties that are outside the City limits that want to connect to City sanitary sewer. <br /> This is a very rare agreement since very few of the City's sanitary sewers extend beyond City <br /> limits. The City Council approved an agreement like this for a nearby property at 4272 East <br /> Maynor Street in March 2006. In order to provide City services to properties outside City <br /> limits, a service agreement must be entered into between the City and the property owner(s). <br /> The agreement requires the property to annex when is becomes contiguous to City limits. At <br /> this time the property is one lot away from City limits or appro�mately 165 feet. The <br /> property will also pay the City's Sewer User Charge for use of the City's sanitary sewer. <br /> POTENTIAL OBJECTIONS: There are no known objections to this <br /> Resolution and agreement. <br /> INPUT FROM OTHER SOURCES: None <br /> Page � 1 <br />
