� <br /> REPORT OF MANAGEMENT <br /> The Macon County Soil&Water Conservation District was established May 17, 1943 and is a locally organized and <br /> operated unit of state government whose puipose is to promote protection,maintenance,improvement and wise use <br /> of soil,water and all other natural resources within the district boundary of Macon County. As part of the fiscal year <br /> audit the district is required to prepare a Management's Decision and analysis narrative of the financial activities of <br /> the year. <br /> In the fiscal year ending 6/30/2005,the Macon County SWCD received a$50,000 grant from Illinois EPA for <br /> watershed planning in Lake Decatur watershed. In the fiscal year ending 6/30/2006 this grant was used to purchase <br /> a multimedia projector in order to present educational programs and a pickup truck for staff use in order to complete <br /> the planning report. In the fiscal year ending 6/30/2007 this grant was used to purchase an enviroscape model to <br /> present educational programs to school children and a new copier was purchased for the office to make better copies <br /> for presentations. <br /> Illinois Deparhnent of Agriculture wrote grants with the district for$65,934.00 operations funds for fiscal year <br /> 6/30/2006 and for$77963.47 for fiscal year 6/30/2007. The district received$21,750.00 CPP funding for fiscal year <br /> ending 6/30/2006 and$10,700.00 CPP funding for fiscal year ending 6/30/2007 which the district has two years to <br /> put the projects on the ground. <br /> The Macon County SWCD has an annual grant with the City of Decahu�for the Lake Decatur watershed which <br /> amounted to$173,889.96 for fiscal year 6/30/2006 and$173,889.96 for fiscal year 6/30/2007. This grant is used to <br /> pay for staff educational and technical support within the watershed. $30,000 is allocated annually for technical <br /> support in the construction of cost sharable items which reduces the amount of sediment which flows into Lake <br /> i Decatur. <br /> The Macon County SWCD has an annual grant with Macon County to provide educational and technical support to <br />� urban and rural landowners in the amount of$12,000 for fiscal year ending 6/30/2006 and$12,000 for fiscal year <br /> ending 6/30/2007. <br /> The district has semi annual fish stocking sales and annual prairie plant sales and netted$1578.05 for fiscal year <br /> 6/30/2006 and held only semi annual fish sales in fiscai year 2007 for net income of$672.05. Additional income for <br /> the district comes from IEPA site inspections of urban construction sites brought an additional$2,750.00 in fiscal <br /> year ending 6/30/2006 and$4,500.00 in fiscal year ending 6/30/2007. <br /> Annual operating expenses include.salaries and fringe benefits in the amount of$185,753.23 for the fiscal year <br /> ending 6/30/2006 and$170,627.07 for fiscal year ending 6/30/2007. <br /> The district tried to hold the line on operating expenses as much as possible due to the fact that there were minimal <br /> increases in income between fiscal year 6/30/2006 and fiscal year 6/30/2007. Web page expenses were$274.70 <br /> during fiscal year ending 6/30/2006 and$334.40 for fiscal year ending 6/30/2007 due to the fact of redesigning the <br /> web site. The district published the"Resource Review"2 times(January/June) during fiscal year ending 6/30/2006 <br /> at a cost of$1936.87 and the same during fiscal year ending 6/30/2007 for a cost of $1968.44 which was a slight <br /> increase because of postage. Since moving into the Macon County SWCD Foundation owned office space in <br /> October 2002,the district is required to pay rent to the foundation in the amount of$17,719.32 for district staff <br /> space for the fiscal year ending 6/30/2006 and this amount did not increase for fiscal year ending 6/30/2007. Office <br /> expense including postage and general office supplies were$3,565.52 for fiscal year ending 6/30/2006 and$2658.16 <br /> for fiscal year ending 6/30/2007 which was a decrease of$907.36 which was due to cooperative in buying supplies <br /> with NRCS. <br /> This Management Discussion and Analysis report gives you a brief overview of the income and expenses of the <br /> Macon County Soil&Water Conservation Disn-ict. <br /> Prepared by: <br /> , Linda Good,Administrative Coordinator <br />
