Water Street Enhancement Project, City Project 07-03 <br /> SUMMARY RECOMMENDATION: <br /> Two resolutions are being recommended to the City Council for approval: <br /> 1. Resolution awarding the contract for the 300 Block North Water Street Enhancement <br /> Project, City Project 07-03, to Otto Baum Company, as the lowest, responsible bidder in <br /> the amount of$518,644.29. This amount includes $363,766 for infrastructure <br /> reconstruction and $154,878.29 for streetscape enhancements. <br /> 2. Resolution authorizing a $7,500 amendment to the existing engineering agreement with <br /> Phillip W. Cochran(PWC) to provide construction consultation during the project. This <br /> amendment is in addition to the $119,500 currently authorized for a total authorized <br /> amount of$127,000. <br /> It is recommended by staff that the City Council approve the attached resolutions and that the <br /> Mayor be authorized to execute the contract with Otto Baum Company, and execute the amended <br /> agreement with PWC and the City Clerk to attest. <br /> BACKGROUND: <br /> On October 16, 2006, the City Council authorized a redevelopment agreement with Reynolds <br /> Development, LLC, to develop the east side of the 300 block of North Water Street. As part of the <br /> agreement the City agreed to: <br /> 1. Reconstruct the 300 block of North Water Street to allow two-way traffic and provide <br /> streetscape improvements by July 31, 2008; <br /> 2. Demolish the buildings at 327 and 331/335 North Water Street by July 31, 2008; and, <br /> 3. Redevelop or demolish the remaining buildings in the 300 block of North Water Street by <br /> July 31, 2008. <br /> On March 5, 2007, City Council authorized an agreement with PWC to provide engineering <br /> services to perform the required design work at a cost of$68,500. <br /> On February 4, 2008, City Council authorized a contract with National Wrecking Company to <br /> demolish the buildings on the west side of the 300 block of North Water Street. An amendment <br /> was also authorized for$51,000 with PWC to provide demolition observation. <br /> On April 21, 2008, City Council was provided typical drawings of the proposed 300 Block North <br /> Water design. <br /> The project plans and specifications were prepared by PWC Engineering. The project was <br /> advertised April 24, 2008, and bids were opened on May 8, 2008. Alternate bids were taken for <br /> asphalt pavement (Alternate A) and concrete pavement (Alternate B).
