DEVELOPMENT SERVICES MEMORANDUM
No. 15-42
October 14, 2015
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Tim Gleason, City Manager
Billy Tyus, Assistant City Manager
Suzan M. Stickle, Senior Planner
SUBJECT: Rezone 1224, 1260, 1270, 1280 and 1290 West Grand Avenue and 1390 North
Fairview Avenue to M-1 Intense Commercial/Light Industrial District
SUMMARY RECOMMENDATION: Staff recommends approval of the rezoning to M-1
Intense Commercial/Light Industrial District. The City Plan Commission voted 9-0 to
recommend approval of this petition at the October l, 2015 meeting; the minutes of the meeting
are attached.
BACKGROUND: The subject site is approximately 4.7 acres and is located at 1224, 1260,
1270, 1280 and 1290 West Grand Avenue and 1390 North Fairview Avenue. The site is
currently zoned R-3 Single Family Residence District and B-1 Neighborhood Shopping District
and is developed with parking lots. Recently, there has been the demolition of a church and two
small commercial buildings.
The petitioner proposes to rezone from R-3 Single Family Residence District and B-1
Neighborhood Shopping District to M-1 Intense Commercial/Light Industrial District to allow
for all those uses permitted in the M-1 Intense Commercial/Light Industrial District.
The surrounding zoning includes B-2 Commercial District and M-1 Intense Commercial/Light
Industrial District to the east and R-3 Single Family Residence District to the north, south and
west. The Macon County and Decatur Comprehensive Plan shows this area as Retail and
Institutional. The permitted land uses in the M-1 Intense Commercial/Light Industrial District
are compatible with the land uses and adjacent zoning districts to the east.
Although the Comprehensive Plan shows this area as retail, staff is of the opinion that the
expansion of the M-1 zoning district to the west of the existing industrial use would not alter the
character of the general area.
If the property is rezoned to M-1 Intense Commercial/Light Industrial District and development
occurs, the adjacent properties will have a buffer yard between the residential properties and the
development in accordance with the regulations of the Zoning Ordinance.
POTENTIAL OBJECTION: There were no known ob'ectors at the Plan Commission

Meeting.
INPUT FROM OTHER SOURCES: The petition has been reviewed by the City's Technical
Review Committee; Planning, Engineering and Fire.
