Stickle, Senior Planner <br /> SUBJECT: Rezone 1224, 1260, 1270, 1280 and 1290 West Grand Avenue and 1390 North <br /> Fairview Avenue to M-1 Intense Commercial/Light Industrial District <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the rezoning to M-1 <br /> Intense Commercial/Light Industrial District. The City Plan Commission voted 9-0 to <br /> recommend approval of this petition at the October l, 2015 meeting; the minutes of the meeting <br /> are attached. <br /> BACKGROUND: The subject site is approximately 4.7 acres and is located at 1224, 1260, <br /> 1270, 1280 and 1290 West Grand Avenue and 1390 North Fairview Avenue. The site is <br /> currently zoned R-3 Single Family Residence District and B-1 Neighborhood Shopping District <br /> and is developed with parking lots. Recently, there has been the demolition of a church and two <br /> small commercial buildings. <br /> The petitioner proposes to rezone from R-3 Single Family Residence District and B-1 <br /> Neighborhood Shopping District to M-1 Intense Commercial/Light Industrial District to allow <br /> for all those uses permitted in the M-1 Intense Commercial/Light Industrial District. <br /> The surrounding zoning includes B-2 Commercial District and M-1 Intense Commercial/Light <br /> Industrial District to the east and R-3 Single Family Residence District to the north, south and <br /> west. The Macon County and Decatur Comprehensive Plan shows this area as Retail and <br /> Institutional. The permitted land uses in the M-1 Intense Commercial/Light Industrial District <br /> are compatible with the land uses and adjacent zoning districts to the east. <br /> Although the Comprehensive Plan shows this area as retail, staff is of the opinion that the <br /> expansion of the M-1 zoning district to the west of the existing industrial use would not alter the <br /> character of the general area. <br /> If the property is rezoned to M-1 Intense Commercial/Light Industrial District and development <br /> occurs, the adjacent properties will have a buffer yard between the residential properties and the <br /> development in accordance with the regulations of the Zoning Ordinance. <br /> POTENTIAL OBJECTION: There were no known ob'ectors at the Plan Commission <br />� � <br /> Meeting. <br /> INPUT FROM OTHER SOURCES: The petition has been reviewed by the City's Technical <br /> Review Committee; Planning, Engineering and Fire. <br />
