 Mr. Aaron Lawson
City of Decatur
March 28, 2008
Page 2
The sewer map will be sent to BGM in quarter sections as paper prints for review as they are prepared by
E[U. BGM will mark up the prints and return them to EIU. Conflicts which are unable to be resolved
without extreme measures will be documented with the final map.
The engineering services offered by BGM are part of a larger process to create an accurate map of the
City sewer system for use in planning, operation and maintenance. The location, character, and number
of mapping anomalies which are unable to be resolved by field investigations are unknown. The quality
of mapping being prepared by EIU is unknown. Since BGM has no control over the extent of the
anomalies and that information cannot be given to BGM, it is impractical for BGM to set a fixed
engineering fee. BGM will provide as needed engineering services on an hourly rate. Based on
discussions with City staff and their expectations for the overall process, BGM's services will not exceed
a budget of$135,000 without approval by the City. Attached is a breakdown of the anticipated level of
effort and costs associated with the work tasks. Since the quality of the mapping by EIU and nature of
mapping problems is unknown, the estimate of engineering hours and costs is an approimation. As the
process develops, the City has the option to increase or decrease the level of engineering effort used to
resolve anomalies. Only time spent directly on the project will be billed in accordance with BGM's
current Schedule of Charges. Any direct costs incurred by BGM which are related to the project will be
billed with an additional 5% added to cover overhead. BGM will track engineering costs against the
percentage of total sewer footage reviewed. This tracking data will be provided to the City monthly. If
the City wishes to increase or decrease the level of engineering effort in the mapping process, they can
simply notify BGM of the change.
If there are any questions, please do not hesitate to calL ,
Very Truly Yours, I
Bainbrid e, Gee, Milanski & Associates, Inc.
