Engineering & Infrastructure Memorandum <br />� NO. 2008 - 29 <br /> DATE: April l,2008 <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve Gar City Manager �C <br /> Richard G arley,P.E., Director of Engi eering& Infr�s{ru� e <br />� Matthew C. ewell,P.E., City Enginee <br /> SUBJECT: Emer enc Sewer Work—354 and 360 West Garfield Avenue <br /> g Y <br /> SUMMARY RECOMMENDATION: <br />, It is recommended by staff that the City Council approve the attached resolution approving the <br /> wr n ii htw <br /> expendrture of$18,837.00 for the emergency repair of a hazardous se e co d t on t a as <br /> affecting properties at 354 and 360 West Garfield Avenue, and that the Mayor be authorized to <br /> sign said resolution, and the City Clerk to attest. <br /> BACKGROUND: <br />, On March 17, 2008, City Engineering was notified of a hazardous sewer condition affecting <br /> private residences on West G�eld Avenue. Upon investigation, it was determined that the <br /> sewer services of 354 and 360 West Garfield Avenue drained to an old septic tank in the back <br /> yard of 2016 North Edward Street. Further it was determined that the sewer pipe draining the <br /> old septic tank was shared by both buildings and that it was no longer functioning which was <br /> causing sewage from one residence to flow into the other residence. <br /> Under Chapter 74 Section 14 of the City Code,the City determined that the substandard private <br /> sewer lateral servicing the buildings at 354 and 360 West Garfield Avenue was in a state of <br /> disrepair to the extent that it constituted a threat to the health, safety, and welfare of the public. <br /> In order to remove the threat to the public, the Director of Engineering and Infrastructure was <br /> authorized to order the necessary repair work be performed by the City. <br /> The City retained the services of Bolt Plumbing to complete the sewer work necessary to <br /> eliminate the hazardous condition and bring the system in compliance with City Code. The <br /> cost for the emergency work that separated the two services was $18,837.00. <br /> The contractor's work commenced on March 21, and was completed on March 28, 2008. All <br /> expenses incurred to rectify the problem will be paid by the City and billed to the affected <br /> properties. If the property owners are unable to pay the bills, a lien in favor of the City will be <br /> placed on the properties. <br /> Page � 1 <br />',� <br />
