e
• Manhole Inspections: In addition to main line televising, the City inspects sanitary sewer
manholes. Manholes are often a weak link in the sewer system in that they are direct access
points to the sewer system. Manholes are often located on streets and are subject to traffic
loads and heavy storm water inflow. These forces often have a significant effect on the
structural integrity of a manhole and the sewer system in general. A significant step in
improving the overall reliability of the City's sewer system and decrease storm water inflow is
to gain information on the condition of the City's manholes and improve them.
To date in Fiscal Year 2008, Tele Scan completed the video inspection of over 143,160 feet of
sewer and has responded to over 222 sewer inspection emergency calls. It has proven very
beneficial to have a local firm engaged in televising wark for the City.
Staff proposes to increase the project authorization for the current fiscal year from $250,000,
which was approved for Fiscal Year 2008, to $400,000 for Fiscal Year 2009. The increased
funding is proposed to enable a significant increase in the number of manholes that are inspected.
With the improvement of the City's sanitary sewer map on the Geographic Information System
(GIS) a crucial opportunity is present to improve the City's database on its sewer manholes.
• Measuring and logging the exact depth of all pipes in each manhole,
• Log the material the manhole is constructed of, i.e. bricks, precast concrete, etc.,
• Determine the condition of the manhole and evidence of infiltration or overflows.
This added work effort will add significantly to the City's ability to assess its sewers and plan
future improvements. Televised inspection will be used in inspecting the City's large diameter
interceptors and in the preparation of an accurate GIS based sewer map.
POTENTIAL OBJECTION: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Richard G Marley, Director of Engineering and
Infrastructure, at 424-2747
Matt Newell, City Engineer, at 424-2747.
Richard Marley will be in attendance at the City Council meeting to answer any questions of the
Council on this item.
BUDGET/TIME IMPLICATIONS:
Funding for this project is proposed at $400,000 and is allocated in the Sanitary Sewer Fund in the
Fiscal Year 2009 budget. The project is intended to be in effect throughout Fiscal Year 2009. The
requested allocation represents 8,000 to 9,000 man hours of work being invested in sewer
condition assessment.
Attach: 2
cc: John Smith, Assistant City Manager for Public Services
Dick Borders, Municipal Services Manager
Aaron Lawson, Assistant City Engineer
Bob Davidson, Engineering Technician Supervisor
John Latshaw, Tele Scan, Inc.
Page 2
