COUNCIL MEMORANDUM <br /> #2008 - OS <br /> DATE: April 2, 2008 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Gar City Manager <br /> Billy Tyus istant City Manager <br /> SUBJECT: 1Veighborhoo Improvements Grants <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the proposed <br /> recommendations for neighborhood funding as presented by the city's independent <br /> Neighborhood Improvements Commission. ' <br /> BACKGROUND: In its continuin effort to support local neighborhoods the Decatur City I <br /> g I <br /> Council agreed to provide funding for projects or programs which benefit city neighborhoods or I <br /> the community at large. In many cases city funds are tied to specific HUD restrictions and it was <br /> believed that groups needed a source of funding without such restrictions but which nevertheless <br /> would go towards worthwhile projects. While there were significant delays in establishing the <br /> commission and the program, the important thing is that during that time were able to establish a <br /> system that is independent, fair and equitable and which should expedite future funding if the <br /> council so chooses to continue to provide neighborhood improvements funding. <br /> The Commission has scored all of the grant applications, a diverse collection ranging from the <br /> top ranked GM Square application to provide youth activities to a program allowing young <br /> people to obtain their all important high school diploma. The committee recommends the <br /> following 10 applications (all of which requested $5,000) for funding. <br /> • GM Square, <br /> • Ambassadors For Christ <br /> • Neighborhood United Neighborhood CleanupBack-To-School bash <br /> • Faith Community Educational Institute High School Diploma Program <br /> • Old Kings Orchard Community Center Youth Programs <br /> • African American Cultural and Genealogical Society Juneteenth Celebration <br /> • Life Changers Adopt-A-Block Program <br /> • Easter Seals Celebration Day <br /> • Green Light Garden Project <br /> • Committee for St. James Place <br /> After several meetings staff believes that the commission came up with a program that serves of <br /> the needs of the community while calling for necessary buy in from applicants.
