Anderson Plaza <br /> Decatur, IL 62523 <br /> RE: CITY OF DECATUR <br /> West Main Street Improvemen#s <br /> PHASE II OAKLAND TO FAIRVIEW <br /> ENGINEERING SERVICES FEES <br /> Dear Matt: <br /> This letter is written to request additional Engineering Services Fees for Blank,Wesselink, Cook and <br /> Associates (BWC) and subconsultant Massie and Massie &Associates. <br /> Previously, Council approved a Supplement to BWC's Preliminary Engineering Senrices Agreement to <br /> prepare a "Local Project Development Report" (Project Repart) and Right-of-Way documents. Had it <br /> been kr�awn, a Froject Report would be required it would have been completetl and approved prior to <br /> preparation of Contract Plans. In this case, the Contract Plans were at the 75�o completion stage when <br /> the Project Report was initiated. <br /> During the preparation and subsequent approval of the Project Report several elements of the design <br /> �ad to be rnod�ed to satisfy the Illinois Department of Tra�s�ortation (1�OT) and the Federal Highway <br /> Administration {FHWA). <br /> The most significant of these were: <br /> • FHWA requirement to provide a handicap accessible route along the project, including <br /> �aking the existing ralroad underpass on West Main Street and Oakland Avenue meet ADA <br /> requirements. <br /> • IDQT requiremen##o sign�can�y increase geometric mod�fications to 1L Rte. 48 (Fairview <br /> Avenue) resulting in a substantial amount of roadway, drainage, and lighting changes. <br /> • IDOT roadway lighting requirer�en#s created a substantial increase in design time. <br /> • Increase in project duration. The project is curren�y 7 months beyond the scheduled <br /> completion date indicated in the"Preliminary Ent�ineering Services Agreemerrt".
