M rley, P.E.,Director o ngineering& Infras uctur
SUBJECT: Local Agency Agreement for Federal Participallon
West Main/Millikin Streetscape Improvement Project
City Project OS-25
SUMMARY RECOMMENDATION:
In response to recent questions regarding the west main streetscape project we have been looking
into additional options for funding that could lower the city's direct cost. So while we continue
to strongly recommend alternative A we have also presented a second option for funding this all
important project.
Alternate A: Approve the attached Resolution authorizing the Mayor to sign an agreement with
the Illinois Department of Transportation(IDOT) to provide City matching funds to complete
streetscape improvements around Millikin University's campus on West Main Street, Oakland
Avenue and Fairview Avenue. Based on the engineer's estimate, the City's share is $752,947 for
construction. The resolution also authorizes the expenditure of$32,402.46 to reimburse Blank,
Wesselink, Cook, and Associates (BWC) for additional engineering work required to complete
the project. Project funding is summarized in the following table:
Alternate A
West Main/Millikin Streetscape Improvement Project
Fundin Summa
Cost Item Millikin Grant Share City Share Total
Design $172,947 $75,643 $248,590
Construction $1,327,053 $752,947 $2,080,000
Total $1,500,000 $828,590 $2,328,590
Actual costs including the City's share may vary depending upon the bid prices which may be
greater than the engineer's estimate.
Staffis also presenting Alternative B which provides a second approach to funding the project.
Alternative B: As in all expenditures, the City Council can transfer from one fund to another.
In the event that using TIF funds is objectionable, then City Council could authorize transferring
Page 1
