The agreement
allows for the following work on or under the railway structures over West Main Street and
Oakland Avenue. This work will be completed as part of the West Main/Millikin streetscape
improvement proj ect.
1. Repaint the existing steel railroad structures black, and;
2. Install four pedestrian canopies over the sidewalks under the railroad bridges crossing
Main Street and Oakland Avenue.
BACKGROUND:
In July, 2006, the City Council authorized an agreement with Blank, Wesselink, Cook, and
Associates (BWC) and the Illinois Department of Transportation (IDOT) for the engineering
design of streetscape improvements on West Main Street between Oakland Avenue and Fairview
Avenue. The project is being funded with a Federal Enhancement Grant administered by IDOT.
The grant provides 80% funding with a 20% City match. The project goal is to begin and
complete construction on West Main during the summer and fall of 2008.
As part of the proposed streetscape enhancement, the design calls for the installation of
pedestrian canopies over the sidewalks passing under the Norfolk Southern railroad structures at
West Main Street and Oakland Avenue to provide increased pedestrian safety and lighting
through the structures. The enhancement also includes repainting the existing steel structures to
improve their appearance. The concrete piers and abutments will not be painted.
Page  1
