City Manager <br /> FROM: James A.Anderson, Chief of Police <br /> James R Chervinko,Deputy Chief of Polic <br /> SUBJECT: Weed and Seed Grant�quipment Purchases(Two Surveillance Video <br /> Systems @ 10,500.00 each) <br /> SUMMARY RECOMMENDATION: The Decatur Police Department's <br /> portion of the Weed and Seed grant(Year 1) is$70,722.00. The Department of <br /> Justice specifies not more than half of this amount can be used for police overtime. <br /> According to the grant, aU persannel costs and equipment purchases are on a <br /> reimbursement basis. The Department of Justice has approved the purc6ase of two <br /> camera surveiUance systems costing$10,500.00 eac6. They will be placed in str�tegic <br /> locations in the Weed and Seed Site. The two cameras will be purchased using the <br /> Police Departments Small C�pital Line Item and t6en t6e City will be reimbursed <br /> by the Department of Justice. <br /> BACKGROUND: Wit6 the acquisition of the Weed aad Seed grant,the <br /> Decatur Police Dep�rtment seeks to use t6e gr�nt funds in accordance with the rules <br /> and regulations set by the Department of Justice. The Decatur Police Department <br /> strongiy feels t6at h�vmg proactive otTicers in the Weed and Seed Site is our best <br /> opportunity to deter and/or reduce violent crime. T6erefore,t6e Anti-Crime Team <br /> has been allotted $35,346.�}far overtime to conduct proactive enforcement <br /> measures and community policing ef�orts iu the designated Weed and Seed Site. The <br /> remaining 535,376.00 is anthorized for police equipment purchases to be used <br /> directly in the Weed and Seed Site. <br /> Equipment purchases for Anti-Crime Team members include nylon belt systems, <br /> flashlights, ballistic s6ells and low light binoculars. Two remote control wireless <br /> surveillance camera systems have also been approved for purchase by the <br /> Department of dustice. These wireless video surveillance systeras�re Remotely <br /> Operated Video(RO�,manufactured by Vision Controls. The Decutur Police <br /> Department 6as worked closely wit6 Vision Controls w6en t6eir digital video <br /> camera systems were selected and instaUcd in the interview rooms at the Law <br /> Enforcement Center.We have been very pleased with this system �nd the <br /> professional service provided by t6e company. <br /> T6e Vision Control ROV surveillance systems are highly ovcrt, bullet resistant <br /> digital camera systems. T6ese systems�re full color,remote controlled with optical <br /> and digital zoom capabilities. T6e remote control function is"pass word protected" <br />
