A1 x nder, Director of Water Management � <br /> SUBJECT: Emergency Repair of Ivan Porter Residential Well <br /> SUMMARY RECOMMENDATION: <br /> Council approve the attached Resolution for the emergency repair of Ivan Porter's residential well by <br /> Mashburn Well Drilling in the amount of$10,793.00. <br /> BACKGROUND: <br /> The City's DeWitt Co. water well field was in operation this year from September 18 to October 26. On <br /> October 24 Mr. Porter reported to the City's groundwater consultant, Jack Guillou of Guillou & <br /> Associates, that his well was not working properly. His residence and well are located 1.9 miles from the <br /> DeWitt well field. Following the City's established procedure for these types of claims, Guillou directed <br /> Mashburn Well Drilling to investigate the claim on October 25. Marshburn and Guillou confirmed late <br /> that afternoon that Porter's well was not working due to the City's use of the DeWitt well field. Guillou <br /> then informed City staff at 5:15 p.m. that night that if Porter's pump, which had overheated and fused <br /> itself to the PVC plastic well casing, could not be removed, that a new well would have to be drilled at an <br /> estimated cost of$11,000. <br /> That evening, following the City's established emergency procurement procedures, Mashburn was <br /> authorized to repair or replace Porter's well at a cost not to exceed $11,000. The fused pump could not be <br /> removed so a new well was drilled at a cost of$10,793.00 and operational on October 30. A copy of the <br /> invoice is attached. This is only the third time that a new well has had to be drilled since the City began <br /> operating the DeWitt well field since the early 1990's. <br /> POTENTIAL OBJECTION: <br /> None. <br /> INPUT FROM OTHER SOURCES: <br /> Guillou&Associates <br /> STAFF REFERENCE: <br /> Keith D.
