ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. 07-126
November 19, 2007
TO: The Honor, able Mayor Paul Osborne and City Council Members
FROM: Steve G , City Manager
Greg C w , Assistant Cit
Mark S it , Senior Pl
SUBJECT: Agreem t for On-going GP Services by Eastern Illinois University
SUMMARY RECOMMENDATION: Staff recommends the approval of the attached
Agreement for on-going mapping, creating and providing data services through GPS
technology by Eastern Illinois University.
BACKGROLJND: In December 2006, the Council passed Resolution R2006-190,
authorizing the expenditure of an amount not to exceed $340,000.00 for the "purpose of
developing and implementing mapping and data services for the operations of the City
and to serve the residents of the City with timely and accurate geographic information."
Since the passage of the resolution great and significant strides have been made to fulfill
that purpose as contained in the quarterly reports which have been provided to you.
In less than one (1) year, the City's GIS system is state of the art; it has been populated
with over 30 layers of detailed geographic information ranging from corrected addresses
to a complete zoning map. The system grows more inclusive and mare accurate as our
tools and skills become mare honed.
Please note that the attached Agreement for GPS services is within the current budget. No
additional funds are needed nor are any being solicited. Our only need is to clarify our
status, gain the Council's approval of this phase of the data development and to allow this
segment of GIS work to continue. This will benefit multiple City department and other
units of local government.
POTENTIAL OBJECTIONS: There are no known objections from any source.
INPUT FROM OTHER SOURCES: This program will be conducted in conjunction with
numerous City departments, the Decatur Sanitary District and other units of local
government.
STAFF REFERENCES: If Council members have questions they may contact Mark
Smith, Senior Planner, 424-2790, or at mismithLcu,decaturnet.org.
BUDGET/TIME IMPLICATIONS: The project cost of is within the currently approved
budget and will be paid from the GIS Fund.
