C. Completion <br /> NWRAPS shall submit a schedule for coinpletion in a timely manner. The schedule shall <br /> include dates of major rehabilitation milestones and target completion date. The City will <br /> review the project to determine if the length of time proposed and the project as a whole <br /> is reasonable and, if not, will reach an acceptable agreement with NWRAPS. The City <br /> will inonitor progress on the project to ensure that the schedule is being maintained. <br /> Any extensions to the project schedule inust be explained to the City in writing. With the <br /> exception of delays caused by the City, without NWRAPS having provided an acceptable <br /> written explanation to the City, is considered delinquent. The City will then issue a letter <br /> requesting an iimnediate explanation and/or requesting a meeting to review the project <br /> with NWRAPS. If NWRAPS fails to either respond to the letter ar to remedy the <br /> situation as agreed to in the review meeting within 30 days, the City may suspend all <br /> further payouts of HOME funding requests for that project. <br /> D. Project Closeout/Final Payment � <br /> The City reserves the right to withhold up to the final ten percent (10%) of total <br /> reimbursement on each unit or the project as a whole until all closeout documentation is <br /> received. Closeout documentation shall consist o£ completed Property Resale <br /> Infonnation Sheet, lien/deed restrictions, final payout requests, final property inspection <br /> sheets, and certificate of occupancy. <br /> E. Affordability Requirements <br /> NWRAPS agrees that it will adhere to the requireinents stated at 24 CFR Subpart F for <br /> the use of HOME funds for acquisition and rehabilitation housing projects. Specifically, <br /> HOME-assisted units in a housing project must be occupied only by households that are �� <br /> eligible as low to moderate-income households, and must meet requirements to qualify as '� <br /> affordable housing including inaximuin property value, nondiscrimination, affordability <br /> � periods, and compliance with property standards. The sale price for HOME-assisted units <br /> shall not to exceed 95 percent of the area median purchase price and not exceed the <br /> inaxiinum HOME subsidy level as described in Section 221 (D) 3 established by the U.S. <br /> Department of Housing and Urban Development for the Decatur. If any of the housing <br /> uilits do not continue to meet the entire affordability period as follows: <br /> NWRAPS shall reimburse the City of Decatur for the entire ainount of the HOME <br /> funding provided for those units. A lien shall be place on the HOME-assisted units for <br /> the duration of the affordability period to enforce this provision, with the City of Decatur <br /> being nained as additional lien holder. <br /> F. Property Standards <br /> NWRAPS shall ensure that all housing it constructs or rehabilitates with HOME funds <br /> meets all applicable local codes, rehabilitation standards, HUD Housing Quality <br /> Standards (HQS), ordinances, and zoning ordinances at the time of project completion. <br /> NWRAPS shall coinply with t�he standards set forth by the City of Decatur for either new <br /> construction or existing housing, depending on the type of project it is undertaking. <br /> Payout requests for work requirin�inechanical, electrical, ar plumbing inspections shall <br /> 4 <br />
