The rehabilitation of a dilapidated or threatened structure that has historic <br /> significance. <br /> Exceptions to the terms and conditions set forth above will be documented in the <br /> applicant's file as to extenuating circumstances and neighborhood characteristics <br /> considered in reaching a decision and approved in writing by the TIF Review Committee <br /> and the TIF Administrator. <br /> APPLICATION AND PROCESSING FOR REHABILITATION ASSISTANCE <br /> This section outlines procedures for preparing, processing and approving an application for <br /> rehabilitation assistance. Each application will be scored; projects with the highest scores will <br /> receive funding priority. To qualify for the Rehabilitation Program applicant must receive a <br /> minimum score of 40 points for amounts under $20,001; to qualify for amounts $20,001-$30,000 <br /> applicant must receive a minimum score of 60 points. <br /> A. Intake Application process , <br /> 1. Applicants must submit a completed application along with a list of identified <br /> improvements, photographs of the building and renderings of the proposed <br /> improvements. <br /> 2. A list of applicants to be processed is compiled. Processing of applicants will continue <br /> until funds are depleted. ; <br /> B. Application Process--Forgivable Loan I <br /> 1. Interview and advise applicants of the design and objectives of the assistance programs. <br /> 2. Advise prospective applicants of the availability and benefits of building rehabilitation <br /> assistance. <br /> 3. Obtain the following information from and about the applicant, subject dwelling, etc.: <br /> a. Proof of Ownership i.e. updated title policy and/or a copy of the recorded deed, <br /> b. Verification of applicants available funds: letter of credit, savings and checking <br /> information including C.D. information, etc., <br /> c. Homeowner's insurance binder. <br /> 4. Advise applicants concerning the specific conditions under which a loan can be made. ' <br /> 5. Advise applicants of the terms and conditions of the program. <br /> Note: If during the application process an applicant is not eligible, the next applicant will be <br /> processed. <br /> C. Construction Monitoring <br /> 1. Schedule and conduct code inspections on the subject dwelling; terminate project if <br /> structure is dilapidated and therefore infeasible for rehabilitation. <br /> 6 <br />
