Newell, P.E., City Engi�,�#/t <br /> SUBJECT: Supplement to the Preliminary Engineering Services Agreement for Federal <br /> Participation with the State of Illinois and Blank, Wesselink, Cook& <br /> Associates, Inc. for Design Services for the West Main/Millikin Streetscape <br /> Improvement Project <br /> City Project 05-25, Section 05-00525-00-SW <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council adopt the attached Resolutions authorizing the <br /> Mayor to sign supplements to the following agreements: ' <br /> l. Local Agency Amendment#1 for Federal Participation. This amendment is with the <br /> State of Illinois to utilize Federal funds for the supplemental work required for the design <br /> of the West Main/Millikin Streetscape Improvement project, and; <br /> 2. 1 S` Supplement to the Preliminary Engineering Services Agreement for Federal <br /> Participation. This supplemental agreement is with Blank, Wesselink, Cook& <br /> Associates, Inc., (BWC) to provide additional design services for the West Main/ <br /> Millikin Streetscape Improvement project for an additional fee of$26,183.37 bringing <br /> the total design contract to $216,183.37. <br /> BACKGROUND: <br /> In July, 2006, the City Council authorized an agreement for$190,000 with Blank, Wesselink, <br /> Cook, and Associates (BWC) for engineering design of phase 2 streetscape improvements on <br /> West Main Street between Oakland Avenue and Fairview Avenue. The project is being funded <br /> with a Federal Enhancement Grant administered by the Illinois Department of Transportation <br /> (IDOT). The grant provides 80% funding with a 25% City match. The project goal is to <br /> construct phase 2 streetscape on West Main in 2008. <br /> As the design work progresses, two additional work items have been identified as essential to <br /> enable construction to start in 2008. This work needs to be started as soon as possible for the <br /> project to meet its 2008 construction goal. The work items consist of: <br />
