A1 ander, Director of Water Management �' �`� SUBJECT: South Water Treatment Plant Chlorine Feed System Improvements SUMMARY RECOMMENDATION: Council adopt the attached resolution approving Task Order No. 11 for a Continuing Agreement for Engineering Services with Black & Veatch Corporation to provide additional design services for South Water Treatment Plant chlorine feed system improvements at an amount not to exceed $58,000. , BACKGROUND: The chlorine feed system is one of the most critical and safety sensitive components of the South Water Treatment Plant. This project to replace and upgrade it has been on hold for over a year due to potential specification mandates resulting from U.S. Senate Bill S. 2145 (the Chemical Security Act), the Department of Homeland Security Chemical Security Program, and changes to the International Fire Code. All of these legislative and administrative ' mandates have recentl been com leted. As a result the followin desi n modifications are Y P � g g now mandated for this project: ■ Upsizing of the chlorine scrubber to twice the original capacity ■ Redesign scrubber duct routing from overhead to buried under an existing driveway ■ Adding emergency shutoff valves to the chlorine tanks ■ Redesign chlorine evaporators to further mitigate the potential for chlorine gas releases ■ Modifications to the chlorine alert system including a fail safe shut down system Task Order No. 11 authorizes Black & Veatch Corp. to complete these mandated design modifications so that the project can be advertised for construction bids later this year.
