Staff also recommends approval of the attached annexation petition. Staff is of the opinion <br /> that the proposed annexation would produce a logical extension of the corporate limits. <br /> BACKGROUND: A valid petition seeking voluntary annexation of the subject premises has been <br /> filed with the City Clerk's Office. Containing approximately 15.23 acres, the property is. currently <br /> undeveloped. The property to the east is zoned R-3, Single Family Residence District; properties to <br /> the north are zoned B-1, Neighborhood Shopping District and R-5, Two Family Residence District; <br />, properties to the west and south are in the County. When annexed, the area will come into the city as <br /> PD, Planned Development District. The following information is relevant to the area in question: <br /> 1. The parcel is currently undeveloped. <br /> 2. City water is available to the site. <br /> 3. Sanitary sewer is not available. Annexation agreement will make this possible. <br /> 4. The average fire response time from the Decatur Fire Department is eight (8) minutes. <br /> 5. West Arbor Drive is asphalt and maintained by the City of Decatur. <br /> Primrose Retirement has requested City participation to extend sanitary sewer services to a proposed <br /> senior retirement community along Arbor Drive. The proposed development would include a 68-unit <br /> independent and assisted two story apartment building with exterior garages, and 24 independent living <br /> villa units with attached garages providing housing for seniors. All of the units are market rate. <br /> The cost of extending sanitary sewer to the subject property is very high due to the depth of the sewer <br /> mains. Costs to extend the sanitary sewer are expected to be $45,000. The City's responsibility to <br /> reimburse for project expenses is limited to actual incremental property taxes generated by the new <br /> development. The project is expected to generate approximately $40,000 annually in property tax to <br /> the City of Decatur. The City will reimburse 100% of the City's incremental property tax to pay for <br /> the cost of extending the sanitary sewer. Reimbursements to cover the costs should not take any longer <br /> than two years. <br /> INPUT FROM OTHER SOURCES: The annexation plat has been reviewed and approved by <br /> Municipal Services, Water Distribution, Engineering and Infrastructure, Fire, the Macon County <br /> Health Department and the Decatur Sanitary District. <br />
