ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
Memo No. 07-92
August 1, 2007
TO: Honorable Mayor Paul Osborne and City Council
FROM: Steve Ga , ity Manager
Greg Crowe, ' ector of Economic and Urban Developmer
Suzan M. Stic le, Senior Planner`"'
SUBJECT: Rescind Resolution to Receive and File Annexation Agreement- Primrose Retirement
Receive & File Annexation Agreement—Primrose Retirement
SUMMARY RECOMMENDATION: Staff recommends that the attached annexation agreement be
received and placed on file and scheduled for publication. The agreement is scheduled for final action
at the September 4, 2007 City Council meeting. The agreement was originally scheduled for final
action at the August 6, 2007 City Council meeting, staff recommends rescinding the original
resolution.
BACKGROUND: The resolution to rescind the receiving and filing of the annexation agreement to
be placed on the August 6, 2007 meeting for final action is needed as only one owner signed the
petition and 51% of the owners are to sign the petition. Staff has received a new petition with the
required signatures.
Primrose Retirement has requested City participation to extend sanitary sewer services to a proposed
senior retirement community along Arbor Drive. The proposed development would include a 68-unit
independent and assisted two story apartment building with exterior garages, and 24 independent living
villa units with attached garages providing housing for seniors. All of the units are market rate.
The cost of extending sanitary sewer to the subject property is very high due to the depth of the sewer
mains. Costs to extend the sanitary sewer are expected to be $45,000. The City's responsibility to
reimburse for project expenses is limited to actual incremental property taxes generated by the new
development. The project is expected to generate approximately $40,000 annually in property tax to
the City of Decatur. The City will reimburse 100% of the City's incremental property tax to pay for
the cost of extending the sanitary sewer. Reimbursements to cover the costs should not take any longer
than two years.
INPUT FROM OTHER SOURCES: None
POTENTIAL OBJECTION: The City Plan Commission reviewed the Planned Development on July
5, 2007, and made a recommendation for approval with a vote of 9 to 0.
STAFF REFERENCE: Any additional questions may be forwarded to Suzan M. Stickle at 424-2786
or at smstickle(cdecaturnet.org.
BUDGET/TIME IMPLICATIONS: All reimbursements will be made based on incremental
property taxes generated to the City of Decatur.
