Chastain, LLP MacArthur Road/ Stevens Creek Bridge, CP 06-02 SUMMARY RECOMMENDATION: It is recommended by staff that the City Council adopt the attached Resolution authorizing an Agreement with Homer L. Chastain, LLP for engineering services to provide a preliminary design review for the proposed replacement of the MacArthur Road Bridge over Stevens Creek. The expenditure for these services is not to exceed $35,913.00. BACKGROUND: In 2004, the City retained the services of a structural engineer with Homer L. Chastain & Associates (Chastain) to perform an in-depth inspection of the MacArthur Road Bridge over Stevens Creek. Chastain's review indicated a need to replace the bridge deck at a future date. In April 2007, staff requested Chastain to update the structure review prior to a contract for design. The follow-up inspection by Chastain and the Illinois Department of Transportation (IDOT) indicated the need to replace the entire bridge (i.e. deck, superstructure, and substructure). Their structural review indicated that the bridge is safe at this time for normal traffic. IDOT has determined that the bridge condition has deteriorated to within the parameters set by the Federal Highway Administration to allow federal funding for full bridge replacement. Due to the critical nature of this bridge to the area residents for emergency vehicle access, school busses, etc., staff determined that the bridge should be replaced before significant weight restrictions are placed on it. The bridge replacement is budgeted within the City's 5 year Capital Improvement Plan. Staff requested that Chastain, submit a proposal to provide preliminary engineering services to survey the bridge, perform a hydraulic review of the bridge, prepare a traffic study of the roadway to determine the future transportation needs for a new structure at this location, and the type of structure to be recommended. The review will include a public meeting to help determine the impact to the area if the bridge were to be closed or left partially open during construction. The preliminary engineering review to be conducted by Homer L. Chastain is a precursor to a full bridge design project to be proposed to the City Council later this year.
