Chastain, LLP <br /> MacArthur Road/ Stevens Creek Bridge, CP 06-02 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council adopt the attached Resolution authorizing an <br /> Agreement with Homer L. Chastain, LLP for engineering services to provide a preliminary <br /> design review for the proposed replacement of the MacArthur Road Bridge over Stevens Creek. <br /> The expenditure for these services is not to exceed $35,913.00. <br /> BACKGROUND: <br /> In 2004, the City retained the services of a structural engineer with Homer L. Chastain & <br /> Associates (Chastain) to perform an in-depth inspection of the MacArthur Road Bridge over <br /> Stevens Creek. Chastain's review indicated a need to replace the bridge deck at a future date. <br /> In April 2007, staff requested Chastain to update the structure review prior to a contract for <br /> design. The follow-up inspection by Chastain and the Illinois Department of Transportation <br /> (IDOT) indicated the need to replace the entire bridge (i.e. deck, superstructure, and <br /> substructure). Their structural review indicated that the bridge is safe at this time for normal <br /> traffic. IDOT has determined that the bridge condition has deteriorated to within the <br /> parameters set by the Federal Highway Administration to allow federal funding for full bridge <br /> replacement. Due to the critical nature of this bridge to the area residents for emergency <br /> vehicle access, school busses, etc., staff determined that the bridge should be replaced before <br /> significant weight restrictions are placed on it. The bridge replacement is budgeted within the <br /> City's 5 year Capital Improvement Plan. <br /> Staff requested that Chastain, submit a proposal to provide preliminary engineering services to <br /> survey the bridge, perform a hydraulic review of the bridge, prepare a traffic study of the <br /> roadway to determine the future transportation needs for a new structure at this location, and <br /> the type of structure to be recommended. The review will include a public meeting to help <br /> determine the impact to the area if the bridge were to be closed or left partially open during <br /> construction. <br /> The preliminary engineering review to be conducted by Homer L. Chastain is a precursor to a <br /> full bridge design project to be proposed to the City Council later this year. <br />
