. � , � °. <br /> Engineering & Infrastructure Memorandum <br /> NO. 2007-41 � <br /> July 26, 2007 ' <br /> TO: Honorable Mayor Osborne and City Council <br /> .FROM: Steve Gar , City Manager C /� <br /> Richard G. arley, P.E.,Director for Engi eering & Inf astr�c�ure <br /> Richard N. erard, Civil Engineer II <br /> SUBJECT: Oakley Sediment Basin Facility Repair Work, City Project 07-17 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Oakley Sediment Basin Facility Repair Work, City Project 07-17, to Otto Baum <br /> Company Inc., as the lowest responsible bidder in the amount of$79,188.98, and that the Mayor be <br /> authorized to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> The City owns and operates the Oakley Sediment Basin Facility located approximately one half <br /> mile east of Lake Decatur's Basin 5 in Oakley Township. The facility is used in the dredging <br /> operations currently underway in Basin 6. Dredged material is mixed with lake water to create <br /> slurry and is pumped to the basin. The sediment settles to the bottom and clarified water is returned <br /> to the lake. <br /> This project is to undertake maintenance repair work at the Oakley Sediment Basin Facility <br /> consisting of the following: <br /> 1- Repairs to sections of the dike embankment damaged by wave action. <br /> 2- Installation of drainage tile along a portion of the dike embankment to help control minor <br /> seepage. <br /> 3- Improvements to the stream returning clarified water to the lake. <br /> A major portion of the work will be undertaken by Maltby Excavating, Inc., Pawnee, Illinois, as a <br /> sub-contractor to Otto Baum Company, Inc. <br /> The project plans and specifications were prepared by Homer L. Chastain & Associates, Inc. The <br /> project was advertised July 3, 2007, and bids were opened on July 25, 2007. The results for the <br /> letting are as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over (-Under) <br /> Engineer's Estimate $ 125,365.60 ---- <br /> Otto Baum Company, Inc. $ 79,188.98 (-36.8°/o) <br /> Hutchen's Bulldozing $ 97,509.23 (-22.2%) <br />
