' r•
Engineering & Infrastructure Memorandum
NO. 2007-39
July 10, 2007
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garm , City Manager /
Richard G. rley, P.E., Director of Engineering & Infrastrlucture
Mathew C. Newell P.E. Cit En ineer
, , Y g
SUBJECT: Sidewalk Replacement Project, City Project 07-21
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding
the contract for the Sidewalk Replacement Project, City Project 07-21, to WAS CON Co., as
the lowest, responsible bidder in the amount of $158,616.00, anct that the Mayor be
authorized to execute the contract, and the City Clerk to attest.
BACKGROUND:
The purpose of this project is to improve the City's sidewalk system by replacing deteriorated
sidewalks and sidewalk ramps at various locations in the City.
The project plans and specifications were prepared by Engineering Division staff. The
project was advertised June 19, 2007, and bids were opened on July 9, 2007. The results
for the letting are as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over (-Under)
Engineer's Estimate $149,976.00 -----
WAS CON Co. $158,616.00 5.76%
Entler Excavating Co., Inc. $190,450.00 26.99%
Otto Baum Co., Inc. $208,461.24 39.00%
Christy-Foltz, Inc. $283,279.00 88.88%
The proposed sidewalk contract for this fiscal year incorporates three sidewalk initiatives
identified for the General Street Capital Fund: Sidewalk Improvements, Sidewalk Ramp
Program, and Sidewalk Extension Program. Since these projects are similar in nature, in the
interest of obtaining the best possible bids, staff has combined these projects under one
contract.
The low bid for this proposed project was supplied by WAS CON Co. WAS CON Co. has
completed three sidewalk projects for the City over the past two years. Their work
performance has met all specifications and was completed on time. Staff recommends that
the City Council authorize the execution of a contract with WAS CON Co. for the City's
Sidewalk Replacement Project.
