could be achieved for less than $750,000 in capital outlay, and some alternatives ranged
up to $6 million in price.
Instead we propose to replace the proprietary system by taking advantage of the new
Verizon Wireless high-speed data cellular capability recently fielded in the Chicago and
Decatur-Springfield areas of Illinois. Capable of data speeds comparable to cable
modems (300 to 800 kbps), this system offers a quickly achievable, minimal capital
outlay alternative that is secure, robust and redundant, and will not lock the city in to a
long-term technology solution in an arena where technology is rapidly evolving.
The attached contract implements one portion of the cellular data backbone, a dedicated
data line between the Police Communications Center and the Verizon central switching
location in Hickory Hills, IL. The sole remaining equipment components of the
backbone are the addition of a cellular EVDO modem to each in-car computer and a
software messaging switch in the communications center. With the dedicated data link,
emergency data messages will travel at high speeds on a secure, non-public portion of the
broadcast spectrum, performing in all respects like computers attached wirelessly to the
public internet, without exposing proprietary data to the public network. MIS solicited
bids from the two carriers capable of providing the dedicated data link, McLeod
Communications and AT&T. Staff recommends accepting the low bidder, AT&T.
POTENTIAL OBJECTION: None anticipated.
INPUT FROM OTHER SOURCES: Enhanced data throughput wireless capabilities
in syuad cars is prerequisite for officers to implement the Illinois Department of
"I-ransportation (IDOT) Mobile Capture and Reporting system (MCR), a state-wide
program for uniform electronic submission of traffic accident reports. Access to this
system allows officers to use auto-population tools to assist in filing out forms, saving
time and increasing productivity. Officers will also be able to submit reports for
review and to send the reports to IDOT electronically from their squad cars. Submitting
reports electronically through MCR eliminates the need to mail copies of the reports and
provides an on-line searchable database. Any report submitted through MCR will be
saved for 10 years and can be retrieved at any time by our agency.
STAFF REFERENCE: David S. Johnston, MIS Manager, 424-2703.
BUDGET/TIME IMPLICATIONS: T'he data circuit cost of $566.90 per month
amounts to an annual expense of $6,803, or $20,408 for over the 36 months of the
contract. Installation charges have been waived. The only additional costs of this
implementation are for cellular air time for each EVDO-equipped in-car computer, just
under $50 per month per cellular modem, for unlimited air time. Funds for the first year
of this initiative are available in the current fiscal year budgets for Police and Emergency
Communications, and subsequent years will be budgeted accordingly. lt is expected that
the upgrade would have no measurable incremental cost on any potential relocation of the
emergency communications center, nor inhibit or interfere with it in any wa
Attachments (2)
