. <br /> Mass Transit Memol•andum <br /> No. 062107-1 <br /> June 21, 2U07 <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve Gari � City Manager <br /> Paul McC y, Mass Transit Administrato� -��i c <br /> SUBJECT: Purchase Order for Two Wheelchair Lift Vans <br /> SUMMARY Staff recominends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: purchase order foi-two wheelchair lift vans to the lowest bidder, <br /> Midwest Transit Equipment, Inc. <br /> BACKGROUND: The Transit System operates 6 wheelchair lift vans to provide <br /> door-to-door transportation for people with disabilities who are not <br /> able to use the bus system. Staff wishes to purchase two vans to <br /> replace two vans that were manufactured in 1993. The old vans <br /> are in very poor condition and have an average of over 191,000 <br /> miles on each vehicle. The Illinois Department of Transportation <br /> (IDOT) recently completed its competitive bidding process for <br /> selecting vendors for a range of wheelchair lift vehicles. IDOT <br /> awarded the state-wide contract for "light duty paratransit <br /> vehicles", which the Transit System wishes to purchase, to <br /> Midwest Transit Equipment, Inc. All transportation agencies in <br /> Illinois are invited to purchase vehicles under IDOT's contract. <br /> The attached sheet shows Midwest Transit Equipment's prices for <br /> the basic van (Item 1) and for nine options requested by IDOT. <br /> The four items circled are options that IDOT included in its con- <br /> tract award— all vehicles purchased under this contract will have <br /> these four options, but transit agencies may select other options, if <br /> they wish. With those four options, the price per vehicle is <br /> $46,866. Staff wishes to add two additional wheelchair secure- <br /> ment systems (Item 9) to each van, which brings the total cost per <br /> vehicle to �47,816, and $95,632 for two vans. <br /> POTENTIAL No known objection to awarding the purchase order to Midwest <br /> OBJECTION: Transit Equiprnent, Inc. <br /> INPUT FROM James Gillum, Maintenance Superinteildent <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BIJDGET/TIME Staff has already obtained a federal grant for 100% of this purchase. <br /> IMPLICATIONS: No City funds are required. <br />
