.j, . <br /> . � � , <br /> � Engineering & Infrastructure Memorandum <br /> NO. 2007-36 <br /> June 26, 2007 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Gar a City Manager <br /> Richard G. ley, P.E., Director of Engin ering & Infrastructure��j� <br /> Matthew C. ewell, P.E., City Enginee�M�" ' <br /> SUBJECT: Deck Replacement on the Mound Road/ Stevens Creek Bridge, <br /> City Project 07-02, Section 09-00702-00-BR <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council adopt the attached Resolution authorizing City funding <br /> up to $150,000 to cover the City's 20% share of the construction costs to replace the deck on the <br /> Mound Road/ Stevens Creek Bridge. The proposed resolution replaces a resolution approved by <br /> the City Council on April 16, 2007, which approved an agreement with the Illinois Department <br /> of Transportation (IDOT)to pay for the bridge deck replacement work. The agreement provides <br /> that IDOT will pay 80% of the cost, and the City will pay the matching 20% of the cost, <br /> originally estimated to be $118,000. Due to higher bid prices, the City's share of the project cost <br /> increased to $150,000. <br /> BACKGROUND: <br /> On February 6, 2006, the City, under order from IDOT,placed a weight restriction prohibiting <br /> truck traffic on the Mound Road/ Steven's Creek Bridge, located approximately '/4 mile west of <br /> MacArthur Road. The weight restriction was due to structural deck beam deteriaration. In <br /> February 2006, the City Council authorized an agreement with URS Corporation to design <br /> replacement structural deck beams on the bridge. On April 16, 2007, the City Council <br /> authorized an agreement with IDOT for the bridge project with a total estimated expenditure of <br /> $590,000. This amount includes $472,000 (80%) from the Federal Highway Bridge Program <br /> and$118,000 (20%) in City matching funds. On the June 15, 2007 bid letting conducted by <br /> IDOT, four bids were received and an as read tabulation of bids sheet is attached for the <br /> information of Council. Detailed line item bid tabulations are not released by IDOT until an <br /> award is made. <br /> The low bid was submitted by Schmidt Construction, Inc. of Mt. Zion, in the amount of <br /> $712,814.50 which is approximately 20.9%higher than the Engineer's Estimate of$589,622.35. <br /> Staff has learned that the main causes for the bid overrun are unanticipated increased costs for <br /> the precast concrete deck beams, epoxy coated reinforcement steel, and asphalt. Discussions <br /> with IDOT and the City's engineering consultant, URS Corporation, have indicated that similar <br /> increased costs have been seen on all the bridge projects being let this construction season. All <br /> four bids received are within $50,000 of each other which indicates that the bids are reasonable <br /> and that the Engineer's Estimate was low. <br /> Staff considered rejecting all bids and seeking new bid prices. However, due to the current <br /> market demand for precast bridge deck beams, and the limited number of suppliers for steel <br /> reinforcement bars, no reduction in bid prices is forseen in the near future. Rebidding the project <br /> would not likely result in lower costs. <br />
