Smit Deputy Chief of Police�:� <br /> Reference: 2007 Justice Administration Grant(JAG) <br /> 2007-F4267-IL-DJ <br /> Memorandum of Understanding <br /> Purpose: The purpose of this memorandum is to inform the Mayor and City Council <br /> of the application for the 2007 Justice Administration Grant (JAG) offered through the <br /> Bureau of Justice Assistance (BJA). This is the third year for the JAG Grants. The JAG <br /> has replaced the Local Law Enforcement Block Grant (LLEBG) that has been in place <br /> and utilized by the police department since 1997. <br /> Background: This is a federal grant for municipal police departments and <br /> replaces the Local Law Enforcement Block Grant. This federal grant is administered by <br /> the Department of Justice, Bureau of Justice Assistance and passes through the Illinois , <br /> Criminal Justice Information Authority. The level of funding for this grant is $86,351.00. <br /> However, The County of Macon has applied as a Disparate Jurisdiction to the State of <br /> Illinois, Office of the Attorney General and was granted disparate status. An agreement <br /> between Sheriff Jerry Dawson and Police Chief James Anderson was reached and Macon , <br /> County is receiving $21,587.75 or 25% of the JAG funds, redirected from City of <br /> Decatur funding. Macon County will apply and manage their grant funds. The � <br /> remaining funds, $64,763.25 are designated far use by the Decatur Police Department. , <br /> This grant does not require a cash match. Funding will be used to achieve three goals set ', <br /> forth in the grant application; 1) concentration of enforcement resources on criminal I <br /> offenders that commit a disproportionate amount of crime in the city; 2) the purchase of <br /> additional defensive weapons for police patrol officers and 3)purchase of three new <br /> bicycles and equipment for the bike patrol. Without this grant, funding to augment the <br /> current police patrols and to purchase additional Tasers and bikes would not be available. ' <br /> Reference: The current offering of grant funds (2006 JAG) through the BJA provides <br /> additional funds for continued overtime hire back patrols to enhance the efforts of '', <br /> community policing and crime prevention. The department intends to use this grant i <br /> (2007 JAG) to secure additional defensive weaponry for the protection of the citizens and ��, <br /> the officers as well a bikes and equipment to further the community policing effort. '� <br /> Additionally, we will use the 2007 grant funding to provide overtime hire back for street , <br /> gang suppression, Anti-Crime Team, bikes, street level narcotics enforcement and I <br /> enfarcement of the illegal sound amplification ordinance.
