Newell, P.E., City Engineer ���� <br /> W�„� . <br /> SUBJECT: City Rider to the Pilot Travel Center Highway Permit with Illinois <br /> Department of Transportation -Boyd Road/Illinois Route 48 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution authorizing the <br /> Mayor to sign the City Rider to the Pilot Travel Center Highway Permit with the Illinois <br /> Department of Transportation(IDOT). Approval of the City Rider obligates the City to the <br /> following: <br /> 1. To install traffic signals at the intersection of Boyd Road and Illinois Route 48 if traffic <br /> generated by development in the area requires their installation within the next 10 years; <br /> 2. To submit new site plans for development along Boyd Road to IDOT for traffic review; <br /> 3. To hold Boyd Road developers financially responsible for future traffic signals at the <br /> intersection. <br /> BACKGROUND: <br /> A copy of the proposed City Rider to the Pilot Travel Centers Highway Permit is attached hereto. <br /> As part of the development of the Pilot Travel Center on the northeast corner of Boyd Road and <br /> Illinois Route 48 several off-site improvements are being installed by the developer. These <br /> include providing an asphalt overlay of a portion of Boyd Road, intersection improvements on <br /> Route 48 to allow the smoother movement of large trucks, and drainage improvements. As part <br /> of the offsite permit review conducted by IDOT, a traffic study was required to determine the <br /> possible future need of traffic signals at the Boyd Road / Route 48 intersection. The study <br /> indicated that traffic signals are not necessary at this time; however, IDOT believes signals may <br /> be necessary within the next 10 years as development in the area continues. <br /> As part of the Pilot Highway Permit, IDOT has required that the City sign a rider accepting the <br /> financial responsibility for the possible future installation of traffic signals at the intersection by <br /> working with the various developers over the next 10 years as Boyd Road properties develop. In <br /> keeping with this requirement, the City has secured a 10 year, $100,000 bond from Pilot for the <br /> possible future installation of traffic signals at Boyd / IL Rt. 48. The estimated cost for traffic <br /> signals at this intersection is approximately $200,000. Staff recommends that as Boyd Road <br /> develops additional bonds be secured from developers to cover more of the cost of the possible <br /> future traffic signals. <br />
