COUNCIL COMMUNICATION FORM
PURCHASING& INTERNAL SERVICES MEMORANDUM
#07-15
April 4, 2007
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garm ity Manager
Ron Neufel nancial Management Director
Deborah M. Pe y, Purchasing Supervisord
SUBJECT: Bid for heavy duty '/2 ton regular cab pickup truck
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Bob Ridings,
Inc. to furnish one (1) 2007 Ford F 150 '/2 ton regular cab 2 WD pickup truck.
BACKGROUND: This pickup truck will be used by the Street Division. It will replace a 2002
Ford F150 pickup truck currently in use.
The difference between the fuel expense of the two bidders can be explained by the engine size
each bid. Bob Ridings bid a 4.2 liter engine and Jackson Ford bid a 4.6 liter engine. Both meet
the City of Decatur bid specifications.
A review of the bids indicates that Jackson Ford provided an estimated resale value for a truck
that is two years older than the bids specified. The correct estimated resale value is $6,625.00
Based on this correction, Bob Ridings of Taylorville is still the low bidder.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: The pickup truck was requested by the Street
Department. Fleet Maintenance wrote the bid specifications. Both recommend approval of bid.
STAFF REFERENCE: Rick Marley, Director of Engineering and Infrastructure, 424-2747.
Dick Borders, MSC Manager, 875-4820. Rick will be at the council meeting to answer any
questions City Council may have about this purchase.
BUDGET: $16,975.00 from the Equipment Replacement Fund. '
