Mass Transit Memorandum No. 040607-4 April 6,2007 �� TO: Honorable Mayor Osborne and City Council Members �I FROM: Steve Ga , ity Manager I Paul McChan Mass Transit Admiriistrato��,,�� ' SUBJECT: Purchase Ord for Twelve(12) Benches for the Senator Severns Transit Center SUMMARY Staff recommends that Council adopt a Resolution awarding a purchase RECOMMENDATION: order for twelve(12)benches to LNI Custom Manfacturing, Inc. BACKGROUND: Staff wishes to insta116' steel benches with backs in the public waiting areas of the Senator Severns Transit Center. These benches would replace the small bistro tables and chairs that were purchased in 2002. Recently First Transit alerted staff that the Wichita Transit System had awarded a contract for up to 655 heavy duty benches,but they did not intend to purchase that many. The Wichita Transit System was offering to allow other Transit Systems to purchase benches from their bid at that price- $837.82 per bench, including shipping. The benches that Wichita was purchasing are almost exactly what staff wished to purchase. The only change that staff wanted was to remove the optional center arm rest. That change would reduce the purchase price,but shipping to Decatur would increase the price. Staff received a formal quote from LNI Custom Manufacturing at the Wichita bid price, minus the price of the optional center armrest and plus shipping to Decatur. The adjusted price is $827.18 per bench, for a total price of$9,926.19 for twelve (12) 6' benches. Staff examined the bid documents and determined that the bidding process met all federal and state regulations, and also determined that purchasing benches from Wichita's bid would meet federal and state requirements. Staff requested a separate bid from another firm(Du-Mor) which manufactures a very similar bench. The unit price of that bid, with shipping, was $98 higher than that of LNI. Staff is satisfied that the bid of LNI Custom Manufacturing is the lowest and best bid for the proposed benches. POTENTIAL No known objection to awarding the purchase order to LNI Custom OBJECTION: Manufacturing, Inc. IMPLICATIONS: City funds have been budgeted for the remaining 20%.
