Perry, Purchasing Supervisor� <br /> SUBJECT: Repair Switchgear <br /> SUMMARY RECOMMENDATION: Staff recommends awarding contract to <br /> Altorfer, Inc. to replace the interface and upgrade the automatic switchgear system at the <br /> South Water Treatment Plant. <br /> BACKGROUND: The South Water Treatment Plant has three sources of power—two <br /> feed lines from Ameren and one set from the bacicup diesel generators. If one of the main <br /> power lines from Ameren loses power, the switchgear should automatically switch to the <br /> backup Ameren line if it's available, and if not, it will switch to the diesel generator. <br /> According to Rob Shirley, Water Production Manager, the interface between the <br /> automatic switchgear and the operator is an industrial computer (processor) and touch <br /> screen display. The processor that operates the switch over to the generators is not <br /> working properly. It has failed three times since it was installed in 2002. The City <br /> cannot run the generators in manual since the generators must be synchronized between <br /> the two of them and the processor is what places them into sync. If they do not come on <br /> line, the processors may not allow for the shut off of the generators and the switch back <br /> over to the main power grid. <br /> This is a sole source purchase since the equipment is proprietary and can only be serviced <br /> by Altorfer, Inc. The cost submitted by Altorfer includes installing a manual switch to <br /> allow manual operation if the processor or interface fails. In other words, the operator <br /> will still be able to switch the system bacic to normal or put the system into manual. <br /> The replacement of the processor or interface and upgrade of the system will ensure the <br /> City's abilities to switch power at the South Water Treatment Plant. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: Water Management requested the repair. <br />
