DECATUR POLICE DEPARTMENT MEMORANDUM #07-13 March 13, 2007 MEMO TO: Honorable Mayor and Council Members FROM: Steve Garm ity Manager James And , Chief of Police � SUBJECT: Police Vehicle Fleet Replacement SUMMARY RECOMMENDATION: Staff recommends that Council accept the bid for 8 patrol pursuit vehicles from Landmark Ford to accommodate the Police Department's 2007 vehicle replacement request. BACKGROUND: For the first time this year. life cycie costing was applied to the bid process for the purchase of police pursuit ��ehicles. While general life cycle costing is ordinarily applicable to fleet vehicles, it may not be the most a�propriate method for ' considering the purchase of police pursuit units, due to the more intense use of these vehicles than other "light duty" units during their relativel�- short lives. For that reason, it is recommended that C'ouncil limit its considerati�n of tl�e cost of these vehicles to the �t!rchase pricc• While tlie price for the Fords is higher, s�atf rec�imrnends the purchase of� tlle Fords 1-or ihe same rtasons the C:ity purchased ther7� in �.'U06. , -, Q "I'he I�ord �.rown Victorias have pruven durinb this past year to be what staff suggested they would be. Officers are very pleased with the vehicles and the new computer systems thai have been installed. Of those questioned, 100 percezrt were in favar of reta.in�ng Ford Crown Victorias for patrol units. The main reason for this conclusion was size. Training ofticer's especiall� noted the extra room while training recruit officers. We currently hav.. nine recruit officers in the field training prograrn. The ofticers believe the vehicle to ' be reliable, and the�- have had no issues with these vehicles during the past snow e�ents that the City of Decatur just endured.
