ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM Memo No. 07-29 February 28, 2007 TO: Honorable Mayor Paul Osborne and City Council Members FROM: Steve G ity Manager Greg Crow , ector of Economic&Urban Developmer�� SUBJECT: Professional Services Contract with Massie Massie&Associates to Implement Program Improvements along Decatur's Urban Corridors SUMMARY RECOMMENDATION: Staff recommends approval of the attached professional services agreement with Massie Massie and Associates to provide the City with detailed plans and strategies to implement improvements along Decatur's urban corridors. I BACKGROUND: The improvement of the City's urban corridors was listed as a Council � priority during the City Council's goal sessions. The attached proposal will provide the City with the resources to implement some of the ideas proposed in HOK's Decatur Urban Corridor Master Plan. The contract also includes working meetings with residents and property owners along the urban comdors to gather their input into proposed programs. Elements within the corridors that may be included in the implementation plan aze street lighting, landscaping, pedestrian safety and vehicular traffic impmvements, fa�ade impmvements as well as other street amenities. The plans will also provide the City with a report to try and secure funding for the proposed improvements. Overlay district guidelines will be devised and discussed with residents as part of the proposal. The project azeas will include: Pershing Avenue (Route 121 and 48), Eldorado StreetlWilliams Street (Route 36), Lake Shore Drive, Fairview Avenue (Route 48), Main and Water Streets (Route 51) and 22°d Street. The plans proposed may also be applied to other comdors throughout the City. In 2005, The City was awarded a $60,000 grant for Phase III of the Decatur Urban Corridors Study. Phase III is the implementation portion of the study. The grant includes $54,000 from the Sta.te along with the City's $6,000 match. The grant will be used to pay Massie Massie and Associates for the proposed contract. The deadline to use the funds from the grant is June 30, 2008.
