ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM <br /> Memo No. 07-29 <br /> February 28, 2007 <br /> TO: Honorable Mayor Paul Osborne and City Council Members <br /> FROM: Steve G ity Manager <br /> Greg Crow , ector of Economic&Urban Developmer�� <br /> SUBJECT: Professional Services Contract with Massie Massie&Associates to Implement <br /> Program Improvements along Decatur's Urban Corridors <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the attached professional <br /> services agreement with Massie Massie and Associates to provide the City with detailed plans <br /> and strategies to implement improvements along Decatur's urban corridors. I <br /> BACKGROUND: The improvement of the City's urban corridors was listed as a Council � <br /> priority during the City Council's goal sessions. The attached proposal will provide the City <br /> with the resources to implement some of the ideas proposed in HOK's Decatur Urban Corridor <br /> Master Plan. The contract also includes working meetings with residents and property owners <br /> along the urban comdors to gather their input into proposed programs. <br /> Elements within the corridors that may be included in the implementation plan aze street lighting, <br /> landscaping, pedestrian safety and vehicular traffic impmvements, fa�ade impmvements as well <br /> as other street amenities. The plans will also provide the City with a report to try and secure <br /> funding for the proposed improvements. Overlay district guidelines will be devised and <br /> discussed with residents as part of the proposal. <br /> The project azeas will include: Pershing Avenue (Route 121 and 48), Eldorado StreetlWilliams <br /> Street (Route 36), Lake Shore Drive, Fairview Avenue (Route 48), Main and Water Streets <br /> (Route 51) and 22°d Street. The plans proposed may also be applied to other comdors <br /> throughout the City. <br /> In 2005, The City was awarded a $60,000 grant for Phase III of the Decatur Urban Corridors <br /> Study. Phase III is the implementation portion of the study. The grant includes $54,000 from <br /> the Sta.te along with the City's $6,000 match. The grant will be used to pay Massie Massie and <br /> Associates for the proposed contract. The deadline to use the funds from the grant is June 30, <br /> 2008. <br /> POTENTIAL OBJECTIONS: N/A <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCES: If Council members have questions they may contact Greg Crowe, <br /> Director of Economic and Urban Development,424-2727, or at gccrowe@decaturnet.org <br /> BUDGET/TIME IMPLICATIONS: The $6,000 in matching funds has been budgeted for the <br /> 2006/2007 fiscal year. <br />
