Newell, P.E., City Engir���� <br /> SUBJECT: Agreement with Phil W. Cochran Engineering for Design of North Water Street <br /> Streetscape, City Project 07-03 • <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that City Council adopt the attached Resolution authorizing an agreement <br /> with Phillip W. Cochran Engineering, (PWC) to provide engineering services far the design of <br /> the North Water Street Streetscape. The proposed agreement is for a fee not to exceed $68,500. <br /> BACKGROUND: <br /> On October 16, 2006, the City Council authorized a redevelopment agreement with Reynolds <br /> Development, LLC, to develop the east side of the 300 block of North Water Street. As part of <br /> the agreement the City agreed to reconstruct this portion of North Water Street to allow two-way <br /> traffic, demolish selected buildings on the west side of Water Street and make other <br /> improvements to the area. City staff approached Phillip W. Cochran Engineering to perform the <br /> design services to carry out the required demolitions and construct the necessary improvements. <br /> The proposed work will include a topographic survey of the areas affected by the proposed <br /> construction,prepare concept designs for the streetscape,prepare the specifications and design <br /> drawings necessary to solicit bids for the proposed street work, the demolition of 327 North <br /> Water(Samuels Miller Building) and 331-335 North Water(Muerlot Building) and construct a <br /> plaza on the footprint of these buildings. <br /> In addition to design work for the 300 block, the design limits will extend to portions of Water <br /> Street south of William Street, in order to assure that the designs restoring two-way traffic to all <br /> of Water Street will be consistent and compatible. Having the full design completed will provide <br /> the City the option of constructing the full improvement at once or to divide it into phases. <br /> POTENTIAL OBJECTION: None <br />
