Exhibit A: Proiect Description for New PSN Initiatives
Introduction
Please provide a short description of the project you propose to implement.
In response to a recent sharp increase in violent gun crime, on July 1, 2006 the Decatur Police
Department introduced the Anti-Crime Team (ACT). The overall mission of the ACT is to reduce the
violent crime in our City. The main enforcement focus is placed on gangs, drugs and guns as these
three related issues are our major causes for violent crime. The team focuses their enforcement efforts
on habitual violent offenders and to reclaim neighborhoods suffering from a high volume of shootings
and other violent crimes.
The team works closely with patrol division personnel and specialized investigations units within the
department, outside law enforcement agencies as well as community groups such as Coalition of
Neighborhood Organizations (CONO) and several faith-based organizations providing services in the
community. The ACT works on duty as time allows but most work is on overtime. The Department
needed to respond to the increase in violent crime in a timely manner but does not have the money to
sustain its efforts without additional funds provided by Project Safe Neighborhoods. Without the
proper funding for overtime salaries, the Anti-Crime Team will simply not be available to perform their
mission. The Decatur Police Department is requesting$70,759 to pay overtime (approximately$42.00
an hour) to 22 ACT team members. This would allow each team member to work an average of 6.38
hours of overtime a month.
Please detail the essential components of the proposed program.
Duties and responsibilities of the Anti-Crime Team will be to provide arrest teams for violent
offenders, conduct gang suppression activities, perform follow up investigations on violent offenses
and to locate victims and witnesses in major case investigations or other violent crime incidents, ,
conduct covert surveillance on habitual violent offenders or in high crime neighborhoods. Team
members will work closely with the established neighborhood groups to provide a sense of teamwark
within the community. Tactics and responsibilities will evolve as needed to best address the overall
mission; to reduce violent crime in the City.
Team members will work closely with Decatur Police Department Detectives, including the Street
Crimes Unit. The Gang Specialist and two Street Crime Detectives will assist the team in their
targeting efforts of habitual violent offenders and drug dealers in the project neighborhoods. The
Crime Analysis Unit and Gang Specialist will play major roles in providing the needed information for
the proper allocation of resources. The ACT will work in conjunction with the United States
Attorneys Office, the Federal Bureau of Investigation, the United States Marshal's Service, the Macon
County States Attorneys Office, and others.
The team consists of the following personnel; one commander, three patrol sergeants, two first shift
patrol officers, six second shift patrol officers, five third shift patrol officers, one gang detective, two
street crime detectives, one general detective, one juvenile detective and one high school resource
detective.
1
