� � <br /> . ` <br /> ENGINEERING & INFRASTRUCTURE MEMORANDUM <br /> NO. 2007 - 07 <br /> January 29, 2007 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garm ity Manager <br /> Matthew C. ell, P.E.,Acting Director of Engineering & Infrastruc <br /> SUBJECT: LED Traffic S' nal Improvements, City Project 07-OS <br /> Agreement wi the Illinois Department of Transportation <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution authorizing an <br /> amendment to the Intergovernmental Agreement between the City and the Illinois Department of I <br /> Transportation (IDOT) for the maintenance of traffic signals located on State highways in the City. <br /> The proposed amendment is to retrofit the traffic signals on State Routes with Light-Emitting-Diode <br /> (LED) indications as described in Agreement No. MA-5-007. The amendment sets the maximum I <br /> project cost at$1,056,000 with IDOT's portion being $584,000 and the City's portion being <br /> $472,000. <br /> BACKGROUND: <br /> The City maintains approximately 140 signalized intersections throughout the City. Approximately <br /> 50 of these intersections are owned solely by the City. The remaining traffic signals are located on <br /> State routes and are jointly owned by the City and the State. The City is currently under agreement <br /> with the Illinois Department of Transportation to maintain the traffic signals in the City that are <br /> jointly owned by the City and the State. The proposed amendment to the City- State traffic signal <br /> maintenance agreement, authorizes the State to participate with the City in improving the traffic <br /> signals, detailed in the agreement, with LED indications. <br /> If the City Council authorizes the amendment proposed by the State, the City will submit a request <br /> for an LED grant to the Illinois Clean Energy Community Foundation to assist in purchasing LED <br /> indications. If awarded, this grant could offset the LED purchase cost by up to $200,000. The City <br /> has begun the data gathering process to apply for this grant and will be notified in May, 2007, if a <br /> grant is awarded. <br />
