Scope of Work <br /> Following is a detailed description of the tasks that shall be performed to assist the Decatur <br /> Public Transit System in developing specific ADA eligibility standards for door-to-door <br /> paratransit services, and then to provide rider eligibility determination services on an ongoing <br /> basis. <br /> PART I. DEVELOPING ELIGIBILITY STANDARDS <br /> Macon Resources will assist DPTS in developing specific eligibility standards that conform to <br /> the strict standards set by the Americans with Disabilities Act (ADA) and by the Federal Transit <br /> Administration (FTA), but which meet the needs and expectations of this community. This task <br /> will require researching the ADA and FTA standards, holding a series of pubic hearings, <br /> reaching out to the disabled population of the Decatur area, and gathering input from as many <br /> sources as possible. Specific actions include: <br /> 1. Researching ADA and FTA eligibility standards: Macon Resources must become <br /> familiar with the current standards for paratransit eligibility as set by the Americans with <br /> Disabilities Act and as interpreted by FTA. This is the base line that must be used in <br /> establishing eligibility standards for this community. <br /> 2. Gathering public opinion: Various means will be used to get input from the general <br /> public, the disabled community, service agencies that deal with people with disabilities, <br /> and other available sources. The number of hearings, meetings, surveys, etc. shall be <br /> determined by the City with the advice of Macon Resources. This task shall include the <br /> following: <br /> a. Public hearings for the general public and for service agencies. DPTS will be <br /> responsible for arranging the hearings and for all associated costs. <br /> b. Surveys published in the newspaper,passed out at public hearings, included in agency <br /> newsletters, etc. DPTS will be responsible for printing and distributing surveys; <br /> Macon Resources will assist in developing the content of the surveys and analyzing the <br /> responses.. <br /> c. Interviews. Macon Resources will do follow-up interviews, as needed, with <br /> individuals and agency representatives based on information gathered by other <br /> means. <br /> d. Written Comments. The City will publish ways that the public may provide written <br /> comments on this issue, to be distributed at the public hearings, with the surveys, etc. <br /> Macon Resources will assist in analyzing the comments that are received. <br /> 3. Drafting recommended eligibility standards: Based on the information and the input �, <br /> gathered to this point, and working with the City, Macon Resources shall draft a ' <br /> recommended set of eligibility standards.
