Engineering & Infrastructure Memorandum
NO. 2007-04
January 16, 2007
TO: Honorable Mayor Osborne and City Council
FROM: Steve Gar ity Manager
Matthew C. ell, P.E.,Acting Director of Engineering & Infrastruct
SUBJECT: Annual Sewer Television Inspection Program Contract Amendment, .
City Project 06-19
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution approving an
increase to the contract amount with Tele Scan, Inc., for the Annual Sewer Television
Inspection Contract, City Project 06-19. The resolution authorizes the City Manager and the
Director of Engineering & Infrastructure to increase the existing $250,000 contract amount by
$50,000 to a maximum $300,000 in order to continue televising work in the City sewers.
BACKGROUND:
On May 1, 2006, the City Council awarded a contract to Tele Scan, Inc., for Annual Sewer
Television Inspection for Fiscal Year 2007 (May, 2006 - April, 2007). The contract
authorized the expenditure of up to $250,000 for the inspection of sanitary sewer lines,
manhole inspections and other sewer inspection work. To date, Tele Scan has completed the
video inspection of over 185,541 feet of sewer and has responded to over 104 sewer
inspection emergency calls. Emergency inspection calls are generally used to investigate
sinkholes, blocked sewer services or mains, maintenance problems and some residential
complaints. It has proven very beneficial to have a local firm engaged in televising work for
the City. The opportunity to see and troubleshoot sewer problems is a very effective part of
the City's ongoing maintenance efforts.
The funding for the inspection work conducted by Tele Scan is approximately 95% expended.
It is recommended by staff that an additional $50,000 in funding be authorized to enable
further sewer inspections.
