� , <br /> Engineering & Infrastructure Memorandum <br /> NO. 2007-01 <br /> December 28, 2006 I <br /> TO: Honorable Mayor Osborne and City Council I' <br /> FROM: Steve Gar City Manager <br /> Matthew C. ewell, P.E., Acting Director of Engineering & Infrastruc <br /> SUBJECT: 2006 Manhole Rehabilitation Project, City Project 06-28 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for 2006 Manhole Rehabilitation Project, City Project 06-28, to National Power Rodding <br /> Corp., as the lowest, responsible bidder in the amount of$152,222.00, and that the Mayor be <br /> authorized to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> The manhole rehabilitation project will line approximately 120 old brick manholes with an epoxy <br /> cement mixture that will strengthen the manhole and restore it to a reliable condition. The <br /> rehabilitation work will also reduce the infiltration of storm water into the manhole and the sanitary <br /> sewer system in general, thereby reducing the opportunity for sink holes to occur in the area around <br /> the manhole. <br /> The project plans and specifications were prepared by Engineering Division staff. The project was <br /> advertised December l, 2006, and bids were opened on December 20, 2006. The results for the <br /> letting are as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over (-Under) <br /> Engineer's Estimate $ 285,500.00 ---- <br /> National Pawer Rodding Corp. $ 152,222.00 (-46.68 %) <br /> Visu-Sewer Clean & Seal, I�lc. $ 166,550.00 (-41.66 %) <br /> Kim Construction Co., Inc. $ 178,800.0U (-37.37 %) <br /> Bodine En��iraninental Serv., Inc. $ 19$,7O0.00 (-30.40 %} <br /> National Power Rodding Corp. provided the low bid for the proposed work. National Power <br /> Rodding Corp. has successfully completed several sanitary sewer lining projects for the City in the <br /> past. They are a respected company in the sanitary sewer industry and have completed numerous <br /> projects of this type in other municipalities with very satisfactory results. Bids were much lower <br /> than expected due in part to the large number of manholes to be lined and a very competitive field <br /> of bidders. The engineer's estimate is based on past projects and discussions with contractors on <br /> the likely cost of the proposed work. Staff recommends that the City Council approve a contract <br /> with National Power Rodding Corp. to perform the 2006 Manhole Rehabilitation project. <br />
