� , Engineering & Infrastructure Memorandum NO. 2007-01 December 28, 2006 I TO: Honorable Mayor Osborne and City Council I' FROM: Steve Gar City Manager Matthew C. ewell, P.E., Acting Director of Engineering & Infrastruc SUBJECT: 2006 Manhole Rehabilitation Project, City Project 06-28 SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution awarding the contract for 2006 Manhole Rehabilitation Project, City Project 06-28, to National Power Rodding Corp., as the lowest, responsible bidder in the amount of$152,222.00, and that the Mayor be authorized to execute the contract, and the City Clerk to attest. BACKGROUND: The manhole rehabilitation project will line approximately 120 old brick manholes with an epoxy cement mixture that will strengthen the manhole and restore it to a reliable condition. The rehabilitation work will also reduce the infiltration of storm water into the manhole and the sanitary sewer system in general, thereby reducing the opportunity for sink holes to occur in the area around the manhole. The project plans and specifications were prepared by Engineering Division staff. The project was advertised December l, 2006, and bids were opened on December 20, 2006. The results for the letting are as follows: Compared to Engineer's Est. Bidder Bid Price Over (-Under) Engineer's Estimate $ 285,500.00 ---- National Pawer Rodding Corp. $ 152,222.00 (-46.68 %) Visu-Sewer Clean & Seal, I�lc. $ 166,550.00 (-41.66 %) Kim Construction Co., Inc. $ 178,800.0U (-37.37 %) Bodine En��iraninental Serv., Inc. $ 19$,7O0.00 (-30.40 %} National Power Rodding Corp. provided the low bid for the proposed work. National Power Rodding Corp. has successfully completed several sanitary sewer lining projects for the City in the past. They are a respected company in the sanitary sewer industry and have completed numerous projects of this type in other municipalities with very satisfactory results. Bids were much lower than expected due in part to the large number of manholes to be lined and a very competitive field of bidders. The engineer's estimate is based on past projects and discussions with contractors on the likely cost of the proposed work. Staff recommends that the City Council approve a contract with National Power Rodding Corp. to perform the 2006 Manhole Rehabilitation project.
