COUNCIL MEMORANDUM <br /> #2007-01 <br /> DATE: January 4, 2007 <br /> TO: Honorable Mayor Paul Osborne and C�y Council <br /> FROM: Steve Garman, City Manager �' ,� <br /> Billy Tyus, Assistant City Manager' .� <br /> SUBJECT: Emergency Storm Cleanup <br /> RECOMMENDATION: Staff recommends approval of the attached resolution authorizing <br /> expenditures of up to $200,000 for tree limb and foliage cleanup in response to the December 2006 <br /> ice storm. <br /> BACKGROUND: Staff believes that under this resolution we would be able to fund additional <br /> cleanup crews in addition to covering the unforeseen costs of equipment breakdowns, contractor <br /> reliability issues and any other costs that might arise. Contractor bids will be taken through Friday, <br /> January 4 (that info will be presented asap) for the cleanup to ensure that everyone has a fair chance <br /> at receiving work, if qualified. Based on current fisures,we would be able to make a sizable <br /> dent in the amount of debris removed within just a few weeks with additional contracted <br /> resources. Also, manv of the costs associated with the cleanup could be recovered through <br /> federal assistance. There will be a meeting nezt week amongst between federal and aossiblv <br /> state officials to discuss the local situation at which time we could verv well know what level of <br /> costs could be refunded. As you know, city crews and crews from sunounding communities have <br /> been working for several weeks now to clean tree limbs and other debris that fell as a result of the <br /> recent ice storm. Even thought we have received a wealth of assistance from surrounding <br /> communities and from the state, we've always known that at some point some of those resources <br /> would no longer be available and that we would need to bring in additional crews. Additionally, <br /> there have been unforeseen costs that have been associated with the clean-up as I'm sure that you <br /> would expect with an effort of this magnitude. It is staff's belief that the expenditure is necessary to <br /> restore our community and ease the concerns of area residents. <br /> POTENTIAL OBJECTIONS: There could be some objections from <br /> contractors not selected to perform the <br /> necessary work. <br /> INPUT FROM OTHER SOURCES: Local contractors, city clean-up crews. <br /> STAFF REFERENCE: Billy Tyus, 424-2753 <br /> BUDGET/TIME IMPLICATIONS: Not known at this time due to the fact <br /> that some of our costs could be <br /> reimbursed. <br />
