the request of the City of Decatur. The Macon County ETSB will provide the remaining <br /> cash balance to complete the project. <br /> B. Proiect Justi�cation <br /> The current E911 telephone switch and the entire Centralink software presently <br /> used in the Decatur Police/Macon (PSAP)will no longer be supported by Motorola as of <br /> the end of 2007. The present system is being maintained with parts that are stored in <br /> California. The replacement parts for this system are no longer being created and are <br /> limited in their availability. The possibility exists that in a time of emergency, Motorola <br /> could not supply the needed parts to repair the current system in a timely manner, <br /> creating a public safety concern. <br /> The P1antCML Vesta Pallas system, which is currently being considered, would <br /> provide a technology and safety upgrade to the Decatur/Macon County's E911 system. <br /> This new system would provide advanced technology, mapping solutions and a <br /> comprehensive reporting system generated from the ALI information produced in the <br /> communications center from in coming 9-1-lphone calls. This system would locate � <br /> latitude and longitude mapping of incoming 911 calls prior to the phone ringing, allowing <br /> for quicker solutions in critical situations. This system upgrade would also give the <br /> communications center an internet protocol (IP) ready status and provide better <br /> interoperability and data sharing between agencies. <br /> The new system will meet the current NENA standards and allow the Decatur <br /> Police Department and ETSB to meet the upcoming NENA IP standard as well as prepare <br /> and implement next generation E911, compatible with current knowledge of the next <br /> generation specifications. <br /> C. Proiect Mana�ement Plan <br /> The City of Decatur will be the financial manager for the project. The project will <br /> be managed by the Administrative Operations Division of the Decatur Police <br /> Department. The City will be responsible for the dispersal of finances and any reporting <br /> functions associated with the IMF grant monies and project reviews. <br /> The City of Decatur, upon receipt of the funds, in compliance with the current <br /> interagency agreements, will cooperate with the Macon County ETSB, that has <br /> contracted with a professional consultant to implement the purchase and installation of <br /> the system. The ETSB will manage the research, purchase, installation and operation of <br />
