 w
ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. 06-283
November 29, 2006
TO: Mayor Paul Osborne and City Council Members
FROM: Steve Ga ity Manager
Dane C. Bra , Assistant City Manage
SUBJECT: GIS Development Program
SUMMARY RECOMMENDATION: Staff recommends approval of the attached
resolution for the Geographic Information System (GIS) Development Program to extend
up to $340,000 in program funds to the procurement of hardware, software and training.
BACKGROUND: An informational memo was forwarded to the Council on November
17 detailing the proposed use of funds for the GIS program. The City Council budgeted
$400,000 in the FY 07 budget for the development of GIS initiatives. City staff proposes
to implement several new components of the system before the end of the fiscal year,
including cleaning and updating the address database, the first phase of transitioning
infrastructure mapping from the quarter-section system, implementing several technology
upgrades to improve functionality of the system and developing map layers for City
services (garbage, recycling, snow routes, etc.). Each of these items is underway in order
to implement a GIS web portal in the upcoming fiscal year.
As the budget process begins, it is imperative that requests by Council members for
specific program or data development be communicated to the City Manager. This
information will be used to develop the FY 08 GIS budget and establish priorities for
work elements. It is anticipated that a demonstration of GIS developments will be made
to the Council in Spring, 2007.
POTENTIAL OBJECTION: N/A.
INPUT FROM OTHER SOURCES: The proposed expenditure plan has been created
by the GIS Technical Committee and reviewed by the GIS Policy Committee. Further
input on technical and program needs has been solicited from outside agencies such as
the Emergency Telephone System Board.
STAFF REFERENCE: Any additional questions may be forwarded to Dane Bragg at
424-2727 or dbragdecaturnet.org.
BUDGET/TIME IMPLICATIONS: The funds are budgeted in the FY 07 budget under
Non-Departmental.
