Mass Transit Memorandum <br /> � No. 110706-1 <br /> November 7,2006 <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve Garm City Manager <br /> Paul McC Mass Transit Administrator��� <br /> SUBJECT: FTA Capital Assistance Grants for Two Buses <br /> SLfNIMARY Staff recommends that Council approve a Resolution to authorize <br /> RECONIlVIENDATION: the filing of applications for federal funding in the amount of <br /> $583,497 for the purchase of two replacement buses. <br /> BACKGROLTND: Federal Section 5309 capital funds for the purchase of transit <br /> vehicles aze appropriated by the Federal Transit Administration <br /> (FTA)to the State, and then allocated by the State to the transit <br /> systems. The Sta.te has just announced the allocation of FFY-2005 <br /> and FFY-2006 FTA funds (attached), including $583,497 for <br /> Decatur for the purchase of two buses. The State has made an <br /> axrangement with FTA so that no State or local matching funds <br /> will be required. However, the amount of the grants is fixed and <br /> cannot be increased. If the grants are not sufficient to purchase <br /> two buses, then local funds will be required to make up the <br /> difference. At this time IDOT estimates that the price of one 30' <br /> bus is about$300,000. These grant funds would be "banked"with <br /> the $300,000 previously awarded until additional grants aze <br /> received, and we are able to purchase 5 - 6 vehicles at one time. <br /> POTENTIAL There are no known or expected objections to this grant. <br /> OBJECTION: application. <br /> INPUT FROM Richard Foiles, General Manager, DPTS <br /> OTHER SOURCES: James Gillum,Maintenance Superintendent, DPTS <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME The proposed FTA grant funds would require no local match. <br /> IlVIPLICATIONS: No additional staff time would be required. <br />
