ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. 06-260
October 24,2006
TO: Honorable Mayor Osborne and City Council Members
FROM: Steve Garm ity Manager
Dane C. Bra.gg Assistant City Manage
Vickie Buckingham,Assistant Director of Economic and Urban Developmen
Richelle D. Irons,Neighborhood Redevelopment ger f
Randi Still,Neighborhood Program Specialist '1
SUBJECT: Allocation of HOME funds to NHDC for the final Chronic Homeless Project
RECOMMENDATION:
Staff recommends approval of the attached resolution allocating funds to the Neighborhood
Housing Development Corporation (NHDC) from a special HOME grant for permanent
housing projects for the chronically homeless. The resolution provides $209,400 for 14
supportive living apartments, 788 E. Clay Street, on Decatur's east side.
BACKGROUND:
On April 2, 2004, the City of Decatur was awazded $500,000 by the U.S. Department of
Housing and Urban Development under a special competitive reallocation of HOME funds.
These funds must be used by a certified C-IDO to produce rental housing units for persons
who are chronically homeless. NHDC is the only certified CHDO in the City of Decatur
which has rental housing experience. Subsequently, NHDC has been working with the
Chronic Homelessness Planning committee of the Decatur/Macon County Homeless Council
to develop a strategy for best use for these funds. This cooperative effort has resulted in
development of a Five Year Supportive Housing Plan for Chronically Homeless Persons in
the City of Decatur. In March 2006, NHDC submitted a third proposal to develop permanent
housing for chronically homeless individuals. This development site was a vacant lot owned
by St. James Church, located at the corner of E. Clay and Webster Streets. Since that
submission, several events have occurred, involving the church, which will not allow NHDC
to continue with the development of that site. Dove, Heritage Behavioral Health Center and
NHDC agree the building at 788 E. Clay St., owned by DOVE, with renovations, will
adequately accommodate the chronically homeless residents. This final project will address
one of the primary needs recognized in the report, supportive living apartments for formerly
chronically homeless individuals who are able to live independently with limited supervision.
Staff recommends the following:
♦ Allocating $209,400 in HOME funds to NHDC to rehabilitate the existing
Dove shelter. Rehabilitation will include but not be limited to: lighting,
plumbing including common shower areas within the complex, wa11s and
