r

COUNCIL COMMUNICATION FORM
PURCHASING& INTERNAL SERVICES MEMORANDUM
#06-64
October 17, 2006
TO: Honorable Mayor Osborne and City Council
FROM: Steve G ity Manager
Ron Neufel inancial Management Direcor
Deborah M. Perry, Purchasing Supervisora-
SUBJECT: Purchase of Chlorine Dioxide Generator
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Siemens
Water Technologies Corporation to furnish one (1) Millennium III C500-EC automatic
two chemical chlorine dioxide generator. li
BACKGROUND: The current chlorine dioxide generator was installed in 1988 and no
longer has replacement parts available. It has deteriorated from the 24 hour, 7 day a
week usage. The generator is not able to provide continuous operation due to its age.
Chlorine dioxide is a mixture of chlorine and sodium chlorite. In order to maintain the
correct percentage of mixture, the generator must be reliable in producing 99% of
chlorine dioxide.
The IEPA (Illinois Environmental Protection Agency) has mandated the continuous use
of chlorine dioxide under the Safe Drinking Water Act for our facility. Chlorine dioxide
is used to provide a higher disinfection level of virus and bacteria inactivation from the
raw water. It is also used to reduce the formation of disinfection by-products in the
drinking water.
This is a sole source purchase. Siemens Water Technologies manufactures the chlorine
dioxide generator. The original piping and external controls will be used with the new
unit. This means there would be minimal downtime to install the new generator which
would not impact IEPA regulations significantly. In addition, installing a similar chlorine
dioxide generator does not require an IEPA operating permit.
