� , � � ENGINEERING & INFRASTRUCTURE MEMORANDUM ' NO. 2006-60 October 3, 2006 TO: Honorable Mayor Osborne and City Council FROM: Steve Garma City Manager Matthew C. well, P.E.,Acting Director of Engineering & Infrastructur SUBJECT: 2006 Annual Water Main Extension Project, City Project 06-01 SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution awarding the contract for the 2006 Annual Water Main Extension Project, City Project 06-01, to Bodine Services of Decatur, Inc., as the lowest, responsible bidder in the amount of $441,168.00, and that the Mayor be authorized to execute the contract, and the City Clerk to attest. BACKGROUND: ' The proposed 2006 Annual Water Main Extension Project extends water mains on Tohill Road, Danny Drive, and Dawson Road on the south side of town. These extensions are a result of numerous requests for water service and the high number of potential customers. All customer connections outside of the City limits are double the normal water rate and require the customer � to annex to the City when their property becomes contiguous to the corporate limits. The project also includes a water main extension on Alice Lane which will bore a water main from Taylorville Road (IL Route 48) under the highway and the Norfolk Southern railroad track to Alice Lane on the west side of the tracks. This water main will complete a loop to a dead end line on South St. Louis Bridge Road that will provide more stable water pressure and service in the area. The project plans and specifications were prepared by Engineering Division staff. The project was advertised September 1, 2006, and bids were opened on September 29, 2006. The results for the letting are as follows: Compared to Engineer's Est.
