[ T <br /> RESOLUTION NO. R2006-155 <br /> RESOLUTION REGARDING HALLOWEEN <br /> WHEREAS, the Council recognizes that the Halloween activity commonly <br /> known as trick or treat is one of long standing tradition in the community; and, <br /> WHEREAS, the Council also recognizes that past experience has shown that there <br /> can be risks attendant thereon particularly to children; and, <br /> WHEREAS, the Council has been made aware of many organized activities and <br /> events being made available in the community as substitutes to be engaged in on <br /> Halloween in lieu of trick or treat; and, <br /> WHEREAS, the Council is reluctant to address such risks by totally prohibiting <br /> trick or treat, believing instead that if proper care, caution and supervision is exercised <br /> said risks can be greatly reduced and curtailed. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br /> OF DECATUR, ILLINOIS: <br /> Section 1. That the Council does hereby urge that children and those responsible <br /> for them and their safety refrain from engaging in trick or treat and in lieu thereof attend <br /> the activities and functions being made available on Halloween. <br /> Section 2.
