N 11, P.E.,Acting Director of Engineering & Infrastructur""`
Richard N. B r d, Civil Engineer II
SUBJECT: Green Street Water Main Replacement, City Project 06-10
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for the Green Street Water Main Replacement, City Project 06-10, to Bodine Services of
Decatur, as the lowest, responsible bidder in the amount of$498,425.00, and that the Mayor be
authorized to execute the contract, and the City Clerk to attest.
BACKGROUND:
This project will replace an existing 6 inch water main on Green Street between Main Street
(Route 51 South) and Monroe Street with a 12 inch main. This section of water main is in poor
condition and is approaching the end of its design life. The replacement of the water main will
restore service reliability and ensure that fire flow requirements are met.
The project plans and specifications were prepared by Engineering Division staff. The project
was advertised August 29, 2006, and bids were opened on September 20, 2006. The results for
the letting are as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over (-Under)
Engineer's Estimate $475,774.25 ----
Bodine Services of Decatur $498,425.00 4.76 %
Burdick Plb. & Htg. Co., Inc. $508,672.00 6.91 %
Bids exceeded the engineer's estimate largely due to the cost of pavement repairs exceeding
those seen on past projects. High fuel costs and the difficulty of the work are the likely causes
for this increase and are reasonable for the work to be done. Project estimates are based on
previous work of a similar nature gathered either from past City work or Illinois Department of
Transportation projects.
Bodine Services of Decatur provided the low bid for the proposed work. Staff recommends that
the City Council approve a contract with Bodine Services of Decatur to perform the Green Street
Water Main Replacement Project.
