� <br /> COUNCIL COMMUNICATION FORM <br /> Engineering & Infrastructure Memorandum <br /> NO. 2006-51 <br /> August 11, 2006 <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Gar City Manager <br /> Stephen S n, P.E.,Director of Engineering & Infrastructure <br /> Matthew C. well, P.E., City Engineer <br /> SUBJECT: Rock Springs Road Storm Drainage Improvements, City Project OS-16 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for the Rock Springs Road Storm Drainage Improvements, City Project OS-16, to <br /> Rhodes Sewer& Excavating as the lowest, responsible bidder in the amount of$25,405.00 and <br /> that the Mayor be authorized to execute the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> The existing ditch along the north side of Rock Springs Road, east of Illinois Route 48, receives <br /> a large amount of storm water from the highway and the surrounding area. In addition, there is <br /> a nearly constant flow of ground water that makes the ditch largely unmanageable. Area <br /> residents have complained about the drainage problems for several years. The proposed project <br /> will place a storm drain along the south side of the roadway to divert a portion of the stortn <br /> water before it hits the ditch. The drain will also remove the nuisance ground water flow from <br /> the area that makes the ditch difficult for the residents to maintain. <br /> The project plans and specifications were prepared by City staff. The project was advertised on <br /> July 28, 2006, and bids were opened on August 11, 2006.
